The agenda for the meeting is as follows:

1.            Consider approval of an ordinance repealing Title 2, Chapter 2, Section 3 Employee Appeal Board; Created; Composition.

BACKGROUND and RECOMMENDATION:  The city amended the employee appeal process in August 2019 to have all appeals heard by an administrative hearing officer.  During that process, Section 2-2-3, which established the process for creating an appeal board to hear employee appeals, was not repealed.  This section needs to be repealed as it is no longer needed.  Staff recommends approval.

BACKGROUND and RECOMMENDATION:  These amendments to the Flexible Spending Account Plan allow for reimbursement of expenditures not previously covered but now are authorized for reimbursement under the CARES ACT.  The changes are retroactive to January 1st, 2020.  Staff recommends approval.

3.            Discussion regarding the Fiscal Year 2020-2021 Budget.

4.            Reports from Mayor, Councilmembers, and City Manager.

5.            Request a closed session.
