Notice is hereby given that the Planning Commission of the City of St. George, Washington County, Utah, will hold an electronic Planning Commission meeting in the City Council Chambers, 175 East 200 North, St George, Utah, on Tuesday, April 14, 2020, commencing at 5:00 p.m.

1.                  GENERAL PLAN AMENDMENT (GPA) (Public Hearings)

 

A.    Consider a general plan amendment for Desert Canyons East. This request is for MDR (Medium Density Residential). The property was recently annexed into the City (11/7/2019). Located on approximately 212.68 acres at approximately 3,200 LF south of the Southern Parkway Interchange #7 (APN SG-6745-N-I, SG-6745-M). Upon annexation the property was automatically zoned A-20 (Agriculture 20 acres minimum). The applicant is Desert Canyons Land, LLC and the representative is Curt Gordon. B.     Consider a general plan amendment for Southern Hills. This request is to change 11.13 acres from HDR (High Density Residential) to MDR (Medium Density Residential) and 0.4 acres from LDR (Low Density Residential) to COM (Commercial). The applicant is DSG Holdings, LLC and the representative is Brett Burgess. The property is generally located at approximately White Dome Drive and Southern Hills Drive (SG-5-3-28-220). C.     Consider a general plan amendment for Twin Lakes. This request is to change 8.43 acres from MDR (Medium Density Residential), OS (Open Space), and COM (Commercial) to MHDR (Medium High Density Residential). The applicant is TW, LLC and the representative is Bob Hermandson, Bush and Gudgell, Inc. The property is generally located east of Twin Lakes Drive and approximately between 700 North and 800 North. 2.                  ZONE CHANGE (ZC) (Public Hearing)

 

Consider a zone change from A-1 (Agriculture – 40,000 sq. ft. minimum lot size) to RE-12.5 (Residential Estates 12,500 sq. ft. minimum lot size) on approximately 21.04 acres. Located at approximately 2400 South Crimson Cliffs Way. The applicant is Desert Investment Group LLC and the representative is Bob Hermandson, Bush & Gudgell Inc. 3.                  ZONE CHANGE AMENDMENT (ZCA) (Public Hearings)

 

A.    Consider a zone change amendment for development of a Golden West Credit Union Sun River Branch. Located at the corner of Sun River Parkway and Arrowhead Canyon Drive and the property is zoned PD-C (Planned Development Commercial). The applicant is Golden West Federal Credit Union and the representative is Eric Malmberg, Anderson, Wahlen, and Associates Case No. 2020-ZCA-014 (Staff – Ray Snyder)

 

B.     Consider a zone change amendment for Woodland Townhomes to allow both Phase 1A & 1B to develop and obtain certificates of occupancy before the amenities have to be constructed. Located in the PD-R (Planned Development Residential) zone south of Mall Drive and west of 2780 East Street. The applicant is Stewart Development LLC and the representative is Tim Stewart. 4.                  HILLSIDE PERMITS (HS)

 

A.    Consider a request for a Hillside Development Permit to allow development of a single family housing subdivision to be called “Desert Cliffs Phase 1 thru 3.” Bounded on the south, east, and west by undeveloped land and on the north by Desert Canyons Parkway. The property is zoned PD-R (Planned Development Residential) and R-1-12 (Single Family Residential 12,000 sq. ft. minimum lot size). The applicant is Development Solutions and the representative is Ken Miller. Case No. 2020-HS-002 (Staff – Ray Snyder).

 

B.     Consider a request for a Hillside Development Permit to allow mass grading of the “Broken Rock Mesa” area. Located east of the proposed Desert Cliffs residential project (Agenda item #2 above). This area is a part of the Desert Canyons Master Plan. The property is zoned PD-R (Planned Development Residential) and R-1-12 (Single Family Residential 12,000 sq. ft. minimum lot size). 5.                  CONDITIONAL USE PERMIT (CUP)

 

Consider a conditional use permit to construct the “Washington County Utah Temple” a religious facility to be located on a 14.7 acre site. The temple would be a three-story primary structure at approximately 70 feet in height with a steeple tower reaching 182 feet at its base and a maximum height of 230 feet. The site is generally located at 3000 East 1580 South, St George, Utah. The property is zoned A-1 (Agriculture). The applicant is The Church of Jesus Christ of Latter day Saints, and the representative is James Rich, NWL (Naylor Wentworth Lund) Architects. Case No. 2020-CUP-004 (Staff – Ray Snyder)

 

6.                  PRELIMINARY PLATS (PP)

 

A.    Consider a preliminary plat for a seven (7) lot residential subdivision for “Enclave at Valderra.” The site is located on Petroglyph Drive at approximately 4700 South in the Ledges development on 4.375 acres and is zoned PD-R (Planned Development Residential). The applicant is Alan Wright and the representative is L.R. Pope Engineering. Case No. 2020-PP-012. (Staff – Wes Jenkins)

 

B.     Consider a preliminary plat for a one (1) lot commercial subdivision for “Sun River Commons Phase 6 – Golden West Federal Credit Union.” The site is located the corner of Sun River Parkway and Arrowhead Canyon Drive and the property is zoned PD-C (Planned Development Commercial) on 0.879 acres. C.     Consider a preliminary plat for an eighty (80) lot residential subdivision for “Desert Cliffs at Desert Canyons.” The site is located at approximately 3900 East Desert Canyon Parkway and the property is zoned PD-R (Planned Development Residential).
