Public Notice


Public notice is hereby given that the City Council of the City of St. George, Washington County, Utah, will hold a regular meeting on Thursday, February 20, 2020 commencing at 8:00 a.m., in the conference room at the Washington County Water Conservancy District, 533 East Waterworks Drive, St. George, Utah.


The agenda for the meeting is as follows:


1.           Consent Calendar:

a.   Consider award of bid to Interstate Rock Products for the Chip Seal Aggregate Supply.


BACKGROUND and RECOMMENDATION:  This award is for the annual chip seal project.  Chip sealing extends the life of pavements, increases skid resistance, seals cracks, and prevents deterioration of pavement from oxidation.  The City uses a basalt chips that stay dark, wear exceptionally well, and increase the visibility of striping. A smaller 1/4" chip is used to reduce impedance for cyclists. This was a formal bid and two (2) bids were received.  Staff recommends awarding the bid to Interstate Rock Products in the amount of $155,375.


b.    Consider approval to award contract to Holbrook Asphalt for the HA5 Parking Lots and Trails Surfacing Project.


BACKGROUND and RECOMMENDATION:  The Parks Division plans an HA 5 asphalt surfacing program each year in the Spring; 778,706 square feet of asphalt trails and parking lots will be surfaced with HA5 and re-striped, providing longer life to these surfaces.  This is a sole source contract award.  Staff recommends approval of awarding the contract to Holbrook Asphalt in the amount of $155,065.64.


c.    Consider approval of a Reimbursement Agreement with Rogers Construction for the installation of a 12" diameter irrigation transmission line in Sky Rocket Road.


BACKGROUND and RECOMMENDATION:  Rogers Construction is developing property near 1240 West Dixie Drive.  As part of their development, they are constructing Sky Rocket Road.  In order to provide secondary irrigation and redundancy to the irrigation system in that area, we have requested that a 12" diameter irrigation line be installed in the roadway.  Installation of the irrigation line at this time will save us having to cut the road in the future and save the expense of asphalt replacement.  Staff recommends approval.


d.    Consider approval of the Financial report for January 2020.


BACKGROUND and RECOMMENDATION:   As of this Financial report the City has completed seven (7) months of the fiscal year or 58.33%.  The overall General Fund revenues are doing very well and are at 59.25% of budget with Current Property Tax, General Sales Taxes, and Building Permits leading the way.  The overall General Department budgets are spending conservatively and the overall General Fund expenditures are at 52.88% of the budget for the year.  Staff recommends approval.



2.           Discussion regarding the Fiscal Year 2020-2021 Budget.


3.           Reports from Mayor, Councilmembers, and City Manager.


4.           Request a closed session.
