NOTICE OF REGULAR MEETING OF THE CITY COUNCIL

OF THE CITY OF ST. GEORGE,

WASHINGTON COUNTY, UTAH

 

Public Notice

 

Public notice is hereby given that the City Council of the City of St. George, Washington County, Utah, will hold a regular meeting on Wednesday, December 11, 2019 in the Administrative Conference Room, St. George City Hall, 175 East 200 North, St. George, Utah, at 4:00 p.m. 

 

The agenda for the meeting is as follows:

 

1.            Consent Calendar.

a.            Consider award of bid to JP Excavating for the Virgin River North Trail - Fossil Falls to Millcreek Power Station (Trail Gap Project).

 

          BACKGROUND and RECOMMENDATION:  This trail project starts at the Fossil Falls park site and ends at the Millcreek Power Station.  The project is about one-mile in length and includes a span bridge and two (2) boardwalk sections. This was a formal bid and four (4) bids were received.  Staff recommends approval.

 

b.            Consider award of bid to ASH Excavating for the Tonaquint Cemetery expansion.

 

BACKGROUND and RECOMMENDATION:  The project included grading, installation of an entry wall with columns, a 12' wide concrete walk from the 1600 South cul-de-sac to the trail, installation of a full irrigation system and sodded turf.  The bid came in over budget and staff negotiated with the low bidder to accept a reduced scope of work by omitting some items.  This was a formal bid and two (2) bids were received.  Staff recommends approval.

 

c.            Consider approval of a Cooperative Agreement with the NRCS for the sediment removal near the River Road Bridge on the Ft. Pearce wash.

 

BACKGROUND and RECOMMENDATION:  This item is to consider approval of a Cooperative Agreement with the NRCS to complete sediment removal upstream and downstream of River Road Bridge on the Ft. Pearce wash.  The NRCS grant amount to the city is $540,000. The City match amount is $180,000 which will be reimbursed by the Washington County Flood Control Authority (for a total of $720,000).  Staff recommends approval.

 

2.            Presentation and consideration of the audited Comprehensive Annual Financial Report (CAFR) For Fiscal Year 2019.

 

BACKGROUND and RECOMMENDATION:  This is a presentation of the financial audit by Hinton Burdick CPA's & Advisors.  Staff recommends approval.

 

 

 

 

 

3.            Consider approval of an Interlocal Agreement with Washington City to provide transit and paratransit services.

 

BACKGROUND and RECOMMENDATION:  Washington City has requested St. George provide a bus route in Washington City.  They have agreed to pay all costs associated with the service and the City of St. George has the capacity to provide services. Staff recommends approval.

 

4.            Presentation regarding the Ironman 2020 and Ironman 70.3 2021 events.

 

5.            Reports from Mayor, Councilmembers, and City Manager.

6.            Request a closed session.
