NOTICE OF REGULAR MEETING OF THE CITY COUNCIL

OF THE CITY OF ST. GEORGE,

WASHINGTON COUNTY, UTAH

 

Public Notice

 

Public notice is hereby given that the City Council of the City of St. George, Washington County, Utah, will hold a regular meeting in the City Council Chambers, 175 East 200 North, St. George, Utah, on Thursday, February 21, 2019 commencing at 5:00 p.m.

 

The agenda for the meeting is as follows:

1.            Consent Calendar.

 

a.    Consider approval of a Purchase and Sale Agreement for 0.115 acres to preserve a utility corridor in the Fieldstone Phase 5 Subdivision for future water and sewer.

 

     BACKGROUND and RECOMMENDATION:  With the development of Fieldstone Phase 5, the Water Department has requested a corridor to extend future water and sewer from the Little Valley Ranch Estates Subdivision.  Staff recommends approval.

 

b.    Consider approval of a Purchase and Sale Agreement for the purchase of a portion of 2450 South and  3430 East from LRF Partners, LLC.

 

     BACKGROUND and RECOMMENDATION:  This agreement is for purchasing property along 2450 South and 3430 East. This agreement also includes payment for the cost of re-directing irrigation improvements lieu of installing the improvements in the amount of $25,310. The property owner intends to use funds to install pressure irrigation pipe instead of re-directing irrigation improvements.  Staff recommends approval.

 

c.    Consider award of bid to Progressive Contracting for the ReUse Center Crushing Operation.

 

     BACKGROUND and RECOMMENDATION:  This bid is for the annual crushing of stock piled concrete and asphalt at the ReUse Center.  The material is used on City projects such as the airport parking lot expansion project in 2018 which reduced cost significantly.  Five bids were received through the formal bid process.  Staff recommends approval.

 

d.    Consider award of bid to Suncor Energy for Chip Seal Oil. 

 

     BACKGROUND and RECOMMENDATION:  This request is to purchase 800 tons of chip seal oil.   The cost of oil has increased 20% from 2017 which was the last year the City bid chip seal.  Costs this year will be $.16 cents per square foot.  The cost of micro-surface that was awarded last fall is $.44 cents per square foot.   This was a formal bid and only one bid was received.  Staff recommends approval.

 

e.    Consider approval of a reimbursement agreement with Quality Excavating for the installation of a 16" waterline through Phase 4 of the White Sands subdivision.

 

     BACKGROUND and RECOMMENDATION:  The Water Services Department has plans in the near future to construct a water storage tank on the White Dome in the South Block area.  The tank will be fed by a 16" waterline coming from the River Road area.   The waterline will run through the White Sands Subdivision.  We have asked the developer to install the pipeline through the subdivision as the subdivision is developed and constructed.  This will save us having to cut and replace new asphalt in the near future.  Staff recommends approval.

 

2.            Public hearing and consideration of an ordinance amending the general plan from MDR (Medium Density Residential) and BP (Business Park) to COM (Commercial) on approximately 17.33 acres generally located at 415 South Dixie Drive.

 

BACKGROUND and RECOMMENDATION:  This is a General Plan Amendment request to change the existing land use from a medium density residential designation and a business park designation to a commercial land use which would support a future commercial zone change request.  The Planning Commission recommended approval.

 

3.            Public hearing and consideration of an ordinance amending the final subdivision plat for Lot 122, The Cliffs of Snow Canyon Plat 'C' Amended by vacating the public utilities and drainage easement at the rear of the lot along with some common area and also adjust the lot line.  

 

BACKGROUND and RECOMMENDATION:  This request is to consider an Amended Final Subdivision Plat by vacating the public utilities and drainage easement at the rear of the Lot and also adjust the Lot line.  The reason for the request is to match improvements that were made on Lot 122.  A new public utility and drainage easement is being granted back to the City at the new lot line location.  This request has been approved by City Staff, Home Owners Association (HOA), and the Joint Utilities Committee (JUC).  The property is located at 3052 North Snow Canyon Parkway, Unit 122; zoning is PD-R (Planed Development Residential 5,000 SQ/FT minimum lot size).  The Planning Commission also recommended approval.

 

4.            Consider approval of an ordinance amending Title 10, Chapter 1, Section 11 of City code.

 

BACKGROUND and RECOMMENDATION:  This amendment would align City noticing with state noticing and public hearing requirements.  The Planning Commission recommended approval.

 

5.            Consider a conditional use permit to convert the former Fire Station #2 into a privately owned and operated brewery and bar business located at 150 North Main Street; zoning is C-4 (Central Business District Commercial).

 

BACKGROUND and RECOMMENDATION:  The applicant proposes to build the brewery in the north bay and a cooler and dry storage in the south bay. The upstairs would be converted into the bar.  A bar is a conditional use in the C-4 zone.  The Planning Commission recommended approval.

 

6.            Consider approval of a conditional use permit for the construction of Fire Station and Police Station #9 located in Little Valley between the extension of Commerce Road (4150 South) and Meadow Valley Lane; zoning is RE-20 (Residential Estate 20,000 sq. ft. minimum lot size).

 

BACKGROUND and RECOMMENDATION:  The Little Valley area is in need for a fire station. This will be an 11,746 sq. ft. building to be located on a 1.78 acre site.  The Planning Commission recommended approval.

 

7.            Consider approval of a conditional use permit to allow construction of a detached garage that exceeds the allowable building height of fifteen (15) feet on lot 10 in the Reserve at River Hollow Phase 1 subdivision located at 1170 South Circle, east of 2670 North.

 

BACKGROUND and RECOMMENDATION:  The applicant is requesting to construct a detached garage, covered patio, and half bathroom.  The height of the garage will exceed the 15' requirement.  It will be approximately 17'2" tall.  The Planning Commission recommended approval.

 

8.            Consider approval of a preliminary plat for Tonaquint Ridge Phase 1-3.

 

BACKGROUND and RECOMMENDATION:  This preliminary plat is for a 47-lot residential subdivision located west on Curly Hollow beyond Rock Park Drive (Tonaquint Cove Phase 1); zoning is R-1-10 (Single-Family Residential 8,000 sq. ft. minimum lot size).  One of the sites will be dedicated as a church site. A 10' tail will be placed along the north side of Curly Hollow Drive.  The Planning Commission recommended approval.

 

9.            Consider approval of a preliminary plat for The Reserve at River Hollow, Phase 3.

 

BACKGROUND and RECOMMENDATION:  This preliminary plat is for a 4-lot residential subdivision located east of 2580 East and north of 1170 South; zoning is RE-20 (Residential Estate 20,000 sq. ft. minimum lot size).  All lots will be over 36,000 sq. ft. The northwest corner of the plat falls within the Erosion Hazard Study line.  The Planning Commission recommended approval.

 

10.         Consider approval of a final subdivision plat for White Sands Phase 4A Subdivision.

 

BACKGROUND and RECOMMENDATION:  This request is to consider a Final Subdivision Plat for a 17 Lot residential subdivision that is located at Wolf Hole Drive and Dwarf Bear Poppy Drive; zoning is R-1-10 (Single-Family Residential 10,000 SQ/FT minimum lot size).  The Planning Commission recommended approval.

 

11.         Consider approval of a final subdivision plat for Fossil Hills Townhomes Phase 5 & 6.

 

BACKGROUND and RECOMMENDATION:  This request is to consider a Final Subdivision Plat for an 18 Lot residential subdivision that is located at Trilobite Drive and Fossil Hills Drive; zoning is PD-R (Planed Development Residential 5,000 SQ/FT minimum lot size).  The Planning Commission recommended approval.

 

 

12.         Consider approval of a final subdivision plat for Desert Cove Phase 3.

 

BACKGROUND and RECOMMENDATION:  This request is to consider a Final Subdivision Plat for a 19 Lot residential condominium subdivision that is located Broken Rock Way and Mesa Rock Drive; zoning is R-1-10 (Single-Family Residential 10,000 SQ/FT minimum lot size).  The Planning Commission recommended approval.

 

13.         Consider approval of a final subdivision plat for Desert Bluff at Desert Canyons Townhomes Phase 3.

 

BACKGROUND and RECOMMENDATION:  This request is to consider a Final Subdivision Plat for a 68 Lot residential subdivision that is located at Trans Am Lane and Firebird Way; zoning is PD-R (Planed Development Residential 5,000 SQ/FT minimum lot size).  The Planning Commission recommended approval.

 

14.         Consider approval of a final subdivision plat for The Arbors Phase 6 Subdivision.

 

BACKGROUND and RECOMMENDATION:  This request is to consider a Final Subdivision Plat for a 14 Lot residential subdivision that is located at Olivewood Lane and Willow Tree Lane; zoning is R-1-12 (Single-Family Residential 12,000 SQ/FT minimum lot size).  The Planning Commission recommended approval.

 

15.         Consider approval of a final subdivision plat for The Arbors Phase 7 Subdivision.

 

BACKGROUND and RECOMMENDATION:  This request is to consider a Final Subdivision Plat for a 21 Lot residential subdivision that is located at Alpine Lane and Willow Tree Lane; zoning is R-1-12 (Single-Family Residential 12,000 SQ/FT minimum lot size).  The Planning Commission recommended approval.

 

16.         Consider approval of a resolution authorizing the OED to Conduct the Commercial Property Assessed Clean Energy District (C-PACE District) within the City of St. George.

 

BACKGROUND and RECOMMENDATION:  This resolution authorizes OED to: 1) create within the City of St. George energy assessment areas in accordance with Title 11, Chapter 42(a) of the Utah Code to enable the financing by third-party lenders of eligible improvements within designated energy assessment areas, and 2) authorizes OED to establish and administer the C-PACE District within the City of St. George in accordance with the Participation Agreement.  Staff recommends approval.
