ST. GEORGE CITY COUNCIL MINUTES

WORK MEETING

OCTOBER 25, 2018, 4:00 PM

ADMINISTRATIVE CONFERENCE ROOM

OPENING:   

Mayor Pike called the meeting to order and welcomed all in attendance.  The invocation was offered by Russ and Cynthia Cashin with the Free Spirit Community and The Pledge of Allegiance was led by Mayor Pike.

 

City Attorney Shawn Guzman noted, with only two (2) Councilmember present at this time, there is not a quorum present; however, he advised the Council will proceed since no action is being taken.

 

PRESENTATION AND DISCUSSION REGARDING THE WATER CONSERVATION PLAN UPDATE:

Water Services Director Scott Taylor explained every five (5) years, the state requires to evaluate the plan and update if necessary. He noted in 1909, a City ordinance regarding ‘water wasters’ fined them $25 or 25 days in the City jail.

 

Water and Energy Conservation Coordinator Rene Fleming presented a PowerPoint presentation covering the following topics: 2018 Water Conservation Plan Update; Culinary vs. Secondary irrigation (AF); 2017 Total water use (AF); 2017 Institutional water use (AF); Conservation efforts; Community outreach; System improvements; 2017 Monthly water use (gals); Daily summer use distribution; Water use vs. population; Gallons per capita per day use; Lot size vs. house size; and Development trends.

 

Councilmember Hughes arrived at 4:29, during Ms. Fleming’s presentation.

 

A discussion took place regarding whether or not the Council would like to implement conservation efforts for new construction.

 

Ms. Fleming continued with her presentation covering the following topics: Vegetative cover; Water Smart Washington County; and Conservation goals.

 

PRESENTATION REGARDING RANKED CHOICE VOTING:

Stan Lockhart provided handouts outlining Ranked Choice Voting.  The handouts included information regarding the following:  Overview; How it works; Benefits of RCV; Where Ranked Choice Voting is being used; and About us.  He outlined the voting method and stated that Mark Roberts ran the bill.

PRESENTATION REGARDING THE ST. GEORGE PARKS, RECREATION, ARTS & TRAILS MASTER PLAN UPDATE:

Steve Duh with Conservation Techniques presented a PowerPoint presentation covering the following topics: Presentation topics; What is the Master Plan?; Building on past plans; Steps to building the Plan; Project timeline; Project efforts to date; Community engagement; Community survey; Community engagement; Community meeting #1; Core themes; Questions for Council; and Upcoming milestones.  The Council gave Mr. Duh ideas on what they would like to see and change with regard to parks, recreation facilities, etc.

 

REPORTS FROM MAYOR, COUNCILMEMBERS, AND CITY MANAGER:

Jeff Germain and Carrie Bunker updated the Council regarding the Street Fest.  They are severing ties with Arts Inc and plan on obtaining their 501(c)3.  Right now they would like the City’s approval in continuing with the event.  There will be a rebranding and they propose to call it First Friday STG.

 

Mayor Pike noted they have done everything the Council has asked them to do. 

 

City Attorney Shawn Guzman what their plans are regarding the alcohol restrictions.

 

Ms. Bunker stated they would like to continue as they have been.  They are asking for the same support as the City has given them previously.

 

Special Events Coordinator Karen Roundy noted staff would like them have their 501(c)3 paperwork in order prior to them obtaining their alcohol permits.

 

Administrative Services Director Trevor Coombs provided an update regarding the new utility bills and utility billing software.

 

Councilmember Hughes mentioned SwitchPoint’s fundraising lunch taking place on Thursday, November 1st.

 

Support Services Marc Mortensen provided an update on electric scooters.  He suggests doing a Request for Proposals. 

 

ADJOURN TO A CLOSED SESSION:

MOTION:      A motion was made by Councilmember Bowcutt to adjourn to a closed session to discuss property purchase and sale.

SECOND:        The motion was seconded by Councilmember Hughes.

VOTE:             Mayor Pike called for a vote, as follows:

 

Councilmember Hughes – aye

Councilmember Bowcutt – aye

Councilmember Baca – aye

         

The vote was unanimous and the motion carried.
