JOINT MEETING OF THE ST. GEORGE CITY COUNCIL

 AND PLANNING COMMISSION MINUTES

WORK MEETING

MARCH 8, 2018, 4:00 PM

OPENING:   

Mayor Pike called the meeting to order and welcomed all in attendance.  The Pledge of Allegiance was led by Marc Mortensen and the invocation was offered by Reverend Alex Wilkie.

 

ANNUAL UPDATE FROM THE DINOSAURAH!TORIUM FOUNDATION BOARD:

Diana Azevedo with the DinosaurAH!torium Foundation Board presented a PowerPoint presentation covering the following topics: Foundation improvements since 2010; Exhibits completed; Exhibits in progress; Visitor stats; Financial stats - income; Major building - income; major building issues; Core museum documents; and Future expansion of the SGDS campus.  A discussion took place regarding funding the proposed future expansion and getting visitors across the street.

 

UPDATE ON THE DESERT COLOR DEVELOPMENT:

Planning and Zoning Manager John Willis provided a brief history of the development.   

 

Brook Cole, representative for Desert Color presented a PowerPoint presentation covering the following topics:  Zone plan review; Planning areas; St. George City existing zoning map; St. George City existing general plan; St. George City proposed zoning map; South area pod zone map; South area neighborhood pod zoning detail; South area neighborhood 4A building forms; South area community trails and civic spaces; Water conscientious and conversation development; Secondary water system; Value of water use; Local district; Public facility land donation; and Town center.  A discussion took place regarding the proposed commercial areas, short term rentals, and local districts.

 

Developer Ed Burgess voiced his concern with the property they own adjacent to this development.  It is not fair for other developers in the area for this development to tie

up the entire water infrastructure.  He does feel this development can work but asked that the developer coordinate the development with them.

 

Dannielle Larkin mentioned that water is a big concern at Planning Commission meetings.  She feels there should be a dissemination of knowledge in regards to water in how it will be used as well as saved.  She asked if Mr. Cole met with Ron Thompson with the Water Conservancy District.

 

Mr. Cole explained that water for the lagoon is brackish water that cannot be used for anything else.  

 

DISCUSSION ABOUT CITY OWNED HOMES ON 100 SOUTH:

Support Services Director Marc Mortensen stated the City owns two homes on 100 South.  There are no plans for the homes, and the conditions are not good.  There is nothing redeemable therefore he believes the homes can be taken out.  Staff recommends using the space to monetize Town Square, possibly for a food truck park.

 

REPORTS FROM MAYOR, COUNCILMEMBERS, AND CITY MANAGER:

Councilmember Hughes mentioned that Temple View RV Park would like to move their sign; however, they were told they cannot put it back up because it is not a major commercial street.

 

Planning & Zoning Manager John Willis explained the difference between commercial and major commercial.  He reviewed their options.

 

Councilmember Hughes reported that Dixie Little League contacted him regarding issues with scheduling City owned baseball fields.  Additionally, they would like the fees reduced to use the fields.

 

Councilmember Arial mentioned the Habitat Conservation Committee; the County would like to have visitor education centers.  She then mentioned the Art Around the Corner Gala taking place on April 13th.
