OPENING:
Mayor Pike called the meeting to order and welcomed all in attendance.
DEDICATION OF VERNON WORTHEN PARK PLAYGROUND:
A dedicatory prayer was offered by Pastor Jimi Kestin after which Shane McAffee, Mildred Cockerill, and Mayor Pike gave remarks and thanked those involved.
The Council travelled to the City Offices for the remainder of the meeting as follows:
DISCUSSION ON THE PROPOSED CHANGES TO THE PURCHASING ORDINANCE:
Purchasing Manager Brett Whitelaw outlined the proposed changes to the purchasing ordinance. Additionally, he explained what a sole source is and how change orders work.
Budget and Financial Planning Manager Deanna Brklacich explained that budget openings have to be noticed, that is why she brings them in a packet rather than when they come up.
Mr. Whitelaw asked the Council at what level do they want to approve things. Currently, the ordinance states contracts over $50,000, but he has been bringing any item over that amount.
The consensus of the Council is to follow the ordinance as written.
ADJOURN TO A CLOSED SESSION:
MOTION: A motion was made by Councilmember Arial to adjourn to a closed session to discuss property acquisition.
SECOND: The motion was seconded by Councilmember Baca.
VOTE: Mayor Pike called for a roll call vote, as follows:

The vote was unanimous and the motion carried.
The meeting reconvened following the closed session.
DISCUSSION AND CONSIDERATION OF A PURCHASE AND SALE AGREEMENT WITH CLAYTON LEAVITT/OAK CREEK R-1-10:
Mayor Pike advised the request is to purchase the property for $240,000.
MOTION: A motion was made by Councilmember Hughes to purchase the property in the Oak Creek subdivision for $240,000.
SECOND: The motion was seconded by Councilmember Baca.
VOTE: Mayor Pike called for a vote, as follows:
Councilmember Hughes – aye
Councilmember Bowcutt – aye
Councilmember Arial – aye
Councilmember Baca – aye
The vote was unanimous and the motion carried.
REPORTS FROM THE MAYOR, COUNCILMEMBERS, AND CITY MANAGER:
Mayor Pike mentioned the Lake Powell Pipeline meeting being held tonight.
Councilmember Hughes reported that Dixie Little League is continuing to have issues with regards to rates for use of the fields and conflict of the City running a program at the same time with scheduling fields. He would like to have them pay a total of $3,500 yearly for the use of the fields and lights.
Mayor Pike noted that the DXATC grand opening is taking place next Wednesday at 11:00 am.
