NOTICE OF REGULAR MEETING OF THE CITY COUNCIL

OF THE CITY OF ST. GEORGE,

WASHINGTON COUNTY, UTAH

Public notice is hereby given that the City Council of the City of St. George, Washington County, Utah, will hold a regular meeting in the City Council Chambers, 175 East 200 North, St. George, Utah, on Thursday, April 6, 2017 commencing at 5:00 p.m.

A. Comments from the public.

 

B. Consider approval of the financial report for February, 2017.

 

2. BID OPENINGS

 

A. Consider award of bid for the purchase of 500 tons of chip seal oil.

 

B. Consider award of bid for the purchase of 4,100 tons of chip seal aggregate.

 

C. Consider award of the purchase of a new John Deere excavator from the National Joint Powers Alliance (NJPA) Collective Contract.

 

D. Consider approval of extending the golf cart lease.

 

3. PUBLIC HEARINGS

 

A. Public hearing to consider the proposed issuance of the City Industrial Development Revenue Bonds, Series 2017 (RAM Manufacturing) in the principal amount not to exceed $10,000,000.

B. Public hearing to consider amending the final subdivision plat for Bloomington Country Club No. 2 Subdivision.  Rosenberg Associates, applicant.

C. Public hearing to consider amending the final subdivision plat for Tamarack Ridge Estates PHase No. 4 Amended.  Brown Consulting Engineers, applicant.

D. Public hearing to consider the conclusions of a Bicycle Study which makes findings regarding value and public benefit of donating unclaimed bicycles to the Bicycle Collective of Southern Utah.

 

4. ORDINANCES

A. Consider approval of an ordinance amending Title 1 Chapter 10, Article B Section 4 of City Code pertaining to Bidding Procedures.

B. Consider approval of an ordinance amending and enacting Title 3 Chapter 8, Section 2, 3.A, 4.B, 5.B, and 6.F.12, Sexually Oriented Businesses; Title 5 Chapter 3, Section 6, Crimes and Offenses; Public Safety and Title 7 Chapter 3, Section 1, 2, and 3, Public Parks.

C. Consider approval of an ordinance amending the final subdivision plat for Bloomington Country Club No. 2 Subdivision.

D. Consider approval of an ordinance amending the final subdivision plat  for Tamarack Ridge Estates PHase No. 4 Amended.

5. RESOLUTIONS

A. Consider approval of a resolution accepting the 2016 Municipal Wastewater Planning Program Self-Assessment Report.

B. Consider approval of a resolution adopting a bicycle donation agreement, the conclusions of a study performed under Utah Code Section 10-8-2(3),  and making findings regarding value and public benefit with respect to the bicycle donation agreement between the City of St. George and The Bicycle Collective of Southern Utah relating to unclaimed bicycles.

A. Consider approval of a local consent for a Class C License, a restaurant full service, and a proximity variance for Ninfa’s Mexican Grill located at 430 East St. George Boulevard.  Jorge Gonzalez, applicant.

 

B. Consider approval of a local consent for a Class C License, a restaurant full service, for Magleby’s located at 1450 South Hilton Drive.  Magleby’s St. George, applicant.

 

C. Consider approval of a local consent for a Class C License, a restaurant full service, for JJH Holdings Inc DBA Cafe Sabor located at 290 East St. George Boulevard.  Justin Hamilton, applicant.

 

D. Report from the Planning Commission meeting held on March 28, 2017.  

 

E. Consider appeal of a decision of the Shade Tree Board regarding the removal of a pine tree adjacent to the River Breeze HOA development.  River Breeze HOA, applicant.

 

F. Consider approval of an amendment to the SASO lease with Aviation Investments, LLC.  

 

G. Consider approval of a donation agreement between the City of St. George and the Bicycle Collective of Southern Utah.

 

H. Consider approval of a Cooperative Agreement with the NRCS to complete bank protection along the westerly bank of the Virgin River located upstream of Man of War Bridge to the I-15 Bridge.

 

I. Consider approval of a Cooperative Agreement with the NRCS for the  construction of bank protection along the west bank of the Virgin River near the Bloomington Country Club Driving Range to the I-15 Bridge.

 

J. Consider approval of a Professional Services Agreement for the design, environmental permitting, bidding, and construction management services for the 2017 Virgin River EWP Project.

 

K. Appointments to boards and commissions of the City.
