Notice is hereby given that the Planning Commission of the City of St. George, Washington County, Utah, will hold a Planning Commission meeting in the City Council Chambers, 175 East 200 North, St George, Utah, on Tuesday, July 9, 2013, commencing at 5:00 p.m.

1. FINAL PLATS

A. Consider approval of a final plat for “Crimson Ridge Drive Church Subdivision” a one (1) lot commercial (Church) subdivision final plat. The representative is Mr. Steve Woolsey, Provalue Engineering. The property is zoned R-1-12 (Single Family Residential 12,000 square foot minimum lot size) and RE-20 (Residential Estate 20,000 square foot minimum lot size) and is located at approximately 2400 East Crimson Ridge drive (south of “The Village at Little Valley” development. Case No. 2013-FP-019 (Staff –Todd J.).
B. Consider approval of a final plat for “Hidden Valley Open Space” a one (1) lot subdivision. The representative is Mr. Jim Raines, Bush and Gudgell. The property is zoned OS (Open Space) and is located in the Desert Hills subdivision. Case No. 2012-FP-045 (Staff –Todd J.).
C. Consider a final plat request for “Rim Rock Subdivision” to create a one (1) lot commercial subdivision on 1.13 acres. The owner is Woodbury Corporation and the representative is Mr. Darren Smith. The property is zoned PD-C (Planned Development Commercial). The property is located along River Road at approximately 250 south. This is on the northwest corner of the existing Target parking lot. D. Consider approval of a final plat for “Sun River St George Phase 36” a thirty-five lot residential subdivision. The representative is Mr. Brandon Anderson, Rosenberg Associates. The property is zoned PD-R (Planned Development Residential) and is located at approximately 1575 West 5100 South (south of Angel Arch drive and east of English Ivy Drive in the Sun River development). Case No. 2012-FP-033 (Staff –Todd J.).
2. EASEMENT VACTION / LOT MERGER(Note: Public Hearing item at City Council)

Consider approval to vacate a public utility and drainage easement located between Lot 5 and Lot 6 of Blackberry Court Subdivision (east of 1090 West Circle and north of Mulberry Dive in Bloomington)”. The representative is Mr. Mike Draper, Rosenberg Associates. The property is zoned R-1-10 (Single Family Residential 10,000 square foot minimum lot size). Case No. 2013-LRE-011 (Staff –Todd J.).

3. PRELIMINARY PLATS

A. Consider a preliminary plat request for “Vistas at Entrada (Kachina Cliffs Phase 3)” to create thirty-three (33) residential lots on 22.780 acres. The applicant is Kachina Development Company Inc. and the representative is Mr. Scott Duffin, Horrocks Engineers. The property is zoned PD-R (Planned Development Residential). Located at the end of Cougar Rock Circle; north of Snow Canyon Parkway and southwest of the Desert Reserve within the Entrada master planned community. Case No. 2013-PP-027. (Staff – Wes J.).

B. Consider a preliminary plat request for “Ledges – 9th Fairway to create 62 residential lots on 16.51 acres. The applicant is Development Solutions, and the representative is Mr. Stacy Young. The property is zoned PD-R (Planned Development Residential). The property is located on the east side of SR-18 and south of the existing round-about and south of hole 9 on the Ledges golf course. Case No. 2013-PP-030. (Staff – Wes J.).

C. Consider a preliminary plat request for “Ledges – White Rocks” to create 65 residential lots on 19.28 acres. The applicant is Development Solutions and the representative is Mr. Stacy Young. The property is zoned PD-R (Planned Development Residential). The property is located on the east side of SR-18 and south of hole 9 on the Ledges golf course ( located between SR-18 and the proposed 9th Fairway subdivision which is item #3.B on the agenda). Case No. 2013-PP-032. (Staff – Wes J.).

D. Consider a preliminary plat request for “Las Colinas Phase 4” to create seven (7) residential lots on 2.19 acres. The owner is Development Solutions and the representatives are Mr. Stacy Young and Mr. Ryan Thomas. The property is zoned PD-R (Planned Development Residential). The property is located on the west side of Pioneer Road at approximately 4000 South. Case No. 2013-PP-031. (Staff – Wes J.).

E. Consider a preliminary plat request for “Painted Desert Estates Phase 11” to create two (2) residential lots on 0.33 acres. The owner is Mr. Dan Parkin and the representative is Mr. Clay Tolbert, Southwest Consulting. The property is zoned PD-R (Planned Development Residential). The property is located in the Painted Desert development at approximately 2450 South and 1430 East. Case No. 2013-PP-029. (Staff – Wes J.).



F. Consider a preliminary plat request for “Sycamore Phase 5-8” to create fifty (50) residential lots on 20.96 acres. The owner is Development Solutions and the representatives are Mr. Stacy Young and Mr. Steve Kamlowsky. The property is zoned R-1-10 (Single Family Residential 10,000 square foot minimum lot size). The property is located on the southwesterly corner of 3000 East and Banded Hills Drive. Case No. 2013-PP-028. (Staff – Wes J.).

4. CONDITIONAL USE PERMIT

Consider a request for a Conditional Use Permit to construct a detached accessory garage that will exceed the allowable height of fifteen feet (15’) unless a conditional use permit is granted for a greater height. The subject property is located at 2551 East 2220 South. The zoning is RE-20 (Residential Estates – 20,000 sq. ft. minimum lot size. Mr. Don Warner is the applicant. Case No. 2013-CUP-011. 5. ZONING REGULATION AMENDMENTS– PUBLIC HEARING (5:00 P.M.)

Consider a proposed amendment to Title 10, Chapter 7B, Single Family Residential Zones, Section 10-7B-6.G to provide for lot size averaging in the R-1-8 zone. Case No. 2013-ZRA-004 (Staff – Bob N.) Note: This was tabled at the June 11th PC meeting.

6. ZONE CHANGE AMENDMENT

Consider a PD-C (Planned Development Commercial) zone change amendment request to add ‘the sale of decorative rock and gravel’ to the permitted use list. The project site contains 7.30 acres of land and is located at 1335 South Dixie Drive between Dixie Drive and the Santa Clara River. The site was formerly known as Plant World within the Lily White’s Plant World commercial subdivision. The applicant is Star Nursery and the representative is Mr. Rob Reid, Rosenberg Associates. Case No. 2013-ZCA-008 (Staff – Ray S.)

7. ZONE CHANGE

Consider a request for a zone change for a future subdivision to be called “The Arbors” on three parcels from Mining & Grazing (M&G) zone and A-1 (Agricultural) to R-1-10 (Single Family Residential 10,000 square foot minimum lot size) on a 53.40 acres and to R-1-8 (Single Family Residential 8,000 square foot minimum lot size) zone on 21.60 acres. The parcels are generally located north of Crimson Ridge Drive and east of 3000 East Street located in Township 43 South, Range 15 West in Sections 10 & 15. The applicant is Development Services and the representative is Mr. Stacy Young. Case No. 2013-ZC-007. (Staff – Craig H.)

Consider approval of the Planning Commission minutes for March 12, March 26, April 9, April 23, and May 14, 2013. Note: These minutes were tabled at the June 11th PC meeting.
