WORK MEETING

SITE VISIT TO FT. PIERCE INDUSTRIAL PARK AREA:
Council Member Allen was not present for the site visit.

A site visit and bus tour was taken of the Ft. Pierce Industrial Park area with Ray Rosenthal narrating the tour.

SITE VISIT TO THE CITY?S GREENHOUSE LOCATED AT VERNON WORTHEN PARK:
All members of the City Council were present.

DISCUSSION REGARDING THE PROPOSED SOUTHERN CORRIDOR PRESERVATION AGREEMENT:

City Manager Gary Esplin explained this agreement is necessary as a result of an outgrowth of problems between UDOT and Hurricane City in preservation of the Southern Corridor. Hurricane City built the Sand Hollow Golf Course over the Corridor right-of-way. However, the corridor can be salvaged by moving it south. Studies have been done, but the cost differential is not known. An EIS on the new route will also have to be done as federal money is involved.

Council Member Allen advised there is concern that there may be Native American artifacts within the new alignment and this will have to be addressed.

Mr. Esplin advised that Washington City has development plans that would also encroach on the alignment. He stated his biggest concern is what the State expects each city to do to preserve the right-of-way. The City purchased its right-of-way from SITLA by giving them $4 million in impact fee credits. The City has an agreement with the State that the State will reimburse the City. The State advised the City that they did not have the funds to finish Exit 7 to the new airport. He stated his concern was that the City not get locked into some financing alternative that pools all the funds and does only one section and not the rest.

Mayor McArthur advised that the agreement cannot be changed. He stated he wanted to make sure that the agreement does not include Sun River Parkway.

City Manager Gary Esplin commented that Washington County has to participate and create a council of governments to access the funding mechanisms the State allows.

Council Member Allen commented the agreement has to be approved at the next City Council meeting because $30 million is riding on it.

COMMENTS FROM PUBLIC:
Mona Alldredge advised she had to install a new sewer line because the City tree next door damaged the line. A recent brownout also burned up her furnace and cordless phone.

City Manager Gary Esplin advised Ms. Alldredge that she was welcome to file a claim with the City?s Risk Manager who will investigate the claims.

ADJOURN TO EXECUTIVE SESSION:
MOTION: A motion to adjourn to an executive session to discuss personnel and a property transaction was made by Council Member Allen.
SECOND: The motion was seconded by Council Member Pike.
VOTE: Mayor McArthur called for a roll call vote, as follows:

Council Member Shakespeare - aye

The vote was unanimous and the motion carried.

MOTION: A motion to reconvene and adjourn was made by Council Member Almquist.
SECOND: The motion was seconded by Council Member Pike.

The vote was unanimous and the motion carried. The meeting adjourned at 7:00 p.m.
