ST. GEORGE CITY COUNCIL MINUTES
WORK MEETING

DISCUSSION RE WATER WALK, PLAZA AND TOWN SQUARE:
Washington County Commissioner Alan Gardner explained that groundbreaking for the new library is planned for November 1 with a one year construction timetable.

City Manager Gary Esplin explained that Jacobson Construction has the bid for the project, and a change order was recently authorized to do a portion of the landscaping around the building and parking lot because of the need to open the area for next year?s Art Festival. Construction will be staged in the parade grounds area with access through property owned by the School District. The Stilsons will be the only ones to have access to their home during construction. The Musical Theater will have to find parking elsewhere during construction. The parking issue has not yet been resolved as there are underground heat wells in the areas previously planned for an underground parking garage, and something else will now have to be done.

Bruce Jorgensen from GSBS, architect for the project, explained the minor modifications to the site plan. Bids for the project will be let in January, with a nine month construction timeframe. Mr. Jorgensen then reviewed plans for the water walk. The cost of the water walk is estimated to be $1.2 million, not including mechanical, pipe, pumps, or the Brooks Pond Park.

City Manager Gary Esplin advised that the project will be paid for through the $4 million sales tax bond. Park impact fees will pay for the Brooks Pond Park.
