ST. GEORGE CITY COUNCIL MINUTES WORK MEETING MAY 11, 2000, 4:00 P.M. ADMINISTRATION CONFERENCE ROOM PRESENT: Mayor Daniel McArthur Councilmember Suzanne Allen Councilmember Bob Whatcott Councilmember Larry Gardner City Manager Gary Esplin City Attorney Jonathan Wright City Recorder Gay Cragun EXCUSED: Councilmember Sharon Isom Councilmember Rod Orton REVIEW OF PROPOSED 2000-2001 FISCAL BUDGET: City Manager Gary Esplin reviewed General Fund revenue sources and expenditures by department. Administrative Services Director Joe Vincent reviewed the proposed budget for his department. City Manager Gary Esplin recommended that a new vehicle be purchased for the Public Information Officer rather than the used vehicle requested. Finance Director Phil Peterson reviewed the proposed budget for his department. He requested a new half-time position to be shared with the Human Resource Department. Community Development Director Bob Nicholson reviewed the proposed budget for his department. He requested a new position for a full-time Code Enforcement Officer. Police Chief Bob Flowers reviewed the proposed budget for his department. He requested new positions for two police officers, two full-time dispatchers, and one clerk. The two full-time dispatchers will replace three part-time dispatchers, and will result in a reduction of costs. Leisure Services Director Kent Perkins reviewed the proposed budget for his department. A new position for a clerk was requested for the Recreation Center. Mr. Perkins distributed a summary of the golf budget meeting held May 11, 2000. He also updated the Mayor and City Council on proposed projects for the upcoming year and the dinosaur tracks area. DISCUSSION RE VETERANS? POLICY AT TONAQUINT CEMETERY: City Attorney Jonathan Wright advised the City?s policy concerning deeding of a cemetery plot to a veteran at no charge at the time of his or her death is being circumvented. He questioned the legality of donating burial plots, and advised he would do further research and advise the Mayor and City Council.
