Carol Winner appointed as  City’s new Community Development Director

The St. George City Council appointed Carol Winner as the City’s new Community Development Director, March 7 during the regular City Council meeting. Winner had been the City’s interim director of Community Development, and had been the City’s Senior Planner for parts of five years.

“St. George has been discovered. Our growth has been incredible and our challenge is how we manage Carol Winner 2 - Copyit,” said Mayor Michele Randall. “With Carol, we have found a steady hand to help us meet the challenge. Her experience and common-sense approach are exactly what we need at this time.”

Winner joins a busy department in a thriving community. In 2023, the city issued 2,419 permits with a total valuation of approximately $328.5 million. Through two complete months in 2024, the City has already issued 563 permits for a total valuation of more than $120 million.

“I’ve worked with Carol for a long time and I know she is going to be really good in this role,” said City Manager John Willis. “As we chart our future and how best to manage our growth, it’s refreshing to have someone experienced, thoughtful and easy to work with to help guide us. I’m excited and proud of Carol and I welcome her to our executive team.”

Before arriving in St. George, Winner was heavily involved in the planning and zoning realm in towns throughout Kansas. She is a Certified Floodplain Manager, Certified Public Manager and a member of the American Institute of Certified Planners. She is a graduate of Brigham Young University.

“I’m very excited and blessed for this opportunity,” Winner said. “I am passionate about development here in St. George, and I am excited to play a role in planning for and helping manage the growth we are experiencing.”
