The program is run under the direction of the QCWTP (Quail Creek Water Treatment
Plant) Supt. The program will be implemented as follows:
The existing City ordinance meets all requirements of State Rule R309-102-5
and International Plumbing Code. It is the discretion of the City Water
Department to rule that the Swing Connection with RP backflow application
on a dual water system is not allowed.

Authority: The guideline addresses the following
- requirements for protection of all cross connections; (as per Backflow
Ordinance 9-1-97, State Rule R309-102-5 & Utah Plumbing Code Section
10)
- requirements for periodic testing of assemblies and or devices; (as
per Backflow Ordinance 9-1-97, State Rule R309-102-5 & Utah Plumbing
Code Section 10)
- requirements for periodic hazard assessment investigations or surveys;
(as per Backflow Ordinance 9-1-97, and State Guidelines for Cross Connection
Control Program Page 5)
- identify enforcement methods including authority to discontinue service
to connections that refuse to comply; (as per Backflow Ordinance 9-1-97,
and State Guidelines for CCCP Page 5)
- identify responsible party for administering program and enforcement.

Public Awareness and Education
All building permit applicants of new water services and new connections
will receive from the Building Dept. an education letter explaining their
obligations and the City Ordinance regarding backflow prevention and testing
programs. This letter will be developed by the Water Dept., but must be
approved by the City Attorney. This letter will include the inspection information
for new assemblies due within 10 days of assembly use and will serve as
a notice for this test, ordinance information on annual inspections, basic
public education on cross connections and backflow and contact representatives
for the City of St. George.
Each inspection done by City Staff personnel will be accompanied by this
same letter.
All hazard assessments done by the Water Dept. personnel will be followed
by the education letter.
Other public Awareness and Education efforts may include but not be limited
to: Education letter to dual water users concerning cross connections, Backflow
information on St. George Cities Internet page, education demonstrations
for schools and public fairs etc.
General public education programs or materials shall be approved by the
Water & Power Dept. Director and City Attorney. These materials will be
developed by combined staff and distributed on an as needed basis.
Staff Training
Staff training will be done on an as needed basis. Suggested minimums will
be the QCWTP Supt. with at least a level 1 backflow Tech. Certification
with the State of Utah. An Engineer in the Water & Power Dept. Admin. staff
should also have a minimum Cert. 1 in backflow, and an inspector for the
Water Dept. should have a level 2 Cert. A Crew Chief for the Water Distribution
Department should have a minimum Certification 2 for PM inspections, surveys
and tests as outlined by the Water PM program and also annual inspections
on City owed assemblies as needed. The Leisure Services Department should
have one person Certified as a level 2 to test and repair their assemblies.
Record Keeping
The QCWTP staff person over the backflow inspections and hazard assessments
will serve as an Enforcement Secretary of the backflow program. The E.S.
will be the enforcement arm of the backflow program. Work orders will be
generated by the E.S., of which all will be completed by the Water Dept.
Crew over backflow. When the work orders are completed they are turned back
into the E.S. with critical data for file update or follow-up work required.
The new assembly data generated by the building Department Staff will be
turned into the E.S. by the Water Department Inspector. Private sector inspection
notices will be generated by the E.S. and sent to the owners of backflow
devices.
Hazard assessment work orders will be generated for the Water Dept.. This
will create a program based on file action parameters such as dates or hazard
levels. The E.S. will update the file created by each backflow device and
execute the program based on the predetermined action parameters. The E.S.
will receive through mailings or hand deliveries all copies of certified
inspections from Certified Plumbers, new assembly installations data from
the Water Department. Inspectors and completed work orders from the Water
Department in accordance with the City Backflow Program. The E.S. will generate
new files for individual units and update existing files. An activity report
will be generated by the E.S. monthly to the QCWTP Supt. for program implementation
review. On-Going Enforcement
The E. S. will act as the enforcement arm of the program and issue work
orders for Preventative Maintenance Inspections or hazard assessments to
the Water Department Supt. who will distribute the work orders to the Crew
Chief assigned to the task. The E.S. will generate disconnect orders for
failure to comply to testing or system design compliance and send them for
review to the Water & Power Department Director before disconnect is carried
out. If a cross connection is located that is an immediate threat to the
City water system the Water director may be contacted directly and approve
the disconnection of the service. An activity report will be generated y
the E.S. monthly to the QCWTP Supt.
The Water Dept. inspector or W&P Engineer assigned will conduct all preliminary
hazard assessments and will determine the appropriate unit and installation
site for containment in the Joint Utility Committee mtg. The building Department
Staff will issue with the building permit a Backflow Assembly packet that
contains all pertinent information regarding the assemblies installed with
required testing forms and education letters. The new assembly will require
a visual inspection by the Building Department or Water Department Inspectors
before permanent occupancy is allowed. The first test will be carried out
by a Certified Backflow Technician. This first test data combined with inspection
data generated by the Building and Water Department Inspectors will be the
data used to generate the permanent file for rule enforcement.
All inspection notices, hazard survey data, repair data, installation data,
and all other pertinent data or reports will be sent to the E.S. See flow
chart for further clarifications. The effective use of the data base will
guarantee an effective program.
The primary responsibility to maintain a viable program falls to the Water
Department the responsible representative of this department will be the
QCWTP Supt. He will work closely with the E. S. as needed and will provide
assistance as needed. |
