The City of St. George, Utah, the “City” is currently soliciting statements of qualification and interest for use in selecting a Principal Consultant to provide Engineering Services for the development of certain aspects of a replacement airport to serve the City of St. George and the Southern Utah area. These services are anticipated to relate primarily to the design of specific components of the replacement airport.
Services to be provided include planning, survey, geotechnical, civil design, estimating, analysis of alternatives, preparation of construction documents using FAA engineering reports as needed, FAA modification to standards and FAA accepted close out reports.
Project Background and History
The City of St. George plans to develop a new commercial airport facility to serve the community of St. George and the surrounding Southern Utah area. The new airport will serve as a replacement for the existing St. George Municipal Airport and will be located approximately seven (7) miles southeast of the existing facility. The current airport facility is located near downtown St. George. It is incapable of being expanded to meet the growing air transportation needs of the region. Further, the existing facility is not capable of supporting larger commercial aircraft operations forecast for use in the future.
The City of St. George has experienced explosive population growth in the past decade and was recently named the fastest – growing metropolitan area in the United States by the United States Census Bureau. Population trend analysis indicates that the community and the region will continue to grow into the foreseeable future as more people discover the regions’ advantageous year-round climate, high quality of life and incredible surroundings.
St. George is the corporate headquarters for SkyWest Airlines, currently the lone air carrier serving the community as Delta Connection and United Express using Embraer Brasilia aircraft. It is anticipated that, as population continues to grow, the demand for increased and expanded air service will necessitate an expansion of SkyWest operations and perhaps the introduction of additional carriers to the market. Further, as regional carrier fleet mix, particularly that of SkyWest continues to move toward regional and larger jet operations, St. George realizes the need for its airport facility to be properly positioned to accommodate this new aircraft mix.
The Federal Aviation Administration recently issued a Record of Decision indicating the project has been approved. With the issuance of the Record of Decision, the City is preparing to move forward with land acquisition and facilities design. The current Airport Layout Plan for the replacement airport calls for the design and construction of one runway, initially 9,300 feet in length and an associated full parallel taxiway. In addition, the plan contemplates the development of a new passenger terminal complex including aircraft and automobile parking areas, entrance road, Aircraft Rescue and Firefighting / Operations facility and associated navigational aids. General aviation operations areas are also contemplated as part of the initial facility.
The City has previously contracted with Carter Burgess for program management services. These functions will be handled by Carter Burgess through their Denver, Colorado office. Carter Burgess, as Program Manager, will not be allowed to offer submittal on any of the design services associated with this project.

No contact with City of St. George officials, other than the Airport Manager, or the Program Manager shall be permitted.
Qualifications
Extensive professional experience with similar projects is required of both the firm (s) proposed as part of the submittal and the key personnel presented for this assignment. Significant design detail will be incorporated into the construction documents to ensure constructability and to carry the design intent to a quality completion. Extensive experience in the following design services should be evident in the submittal:
• Construction Documents including drawings and specifications • Scheduling • Construction Management Services • Civil Engineering • Electrical Engineering • Aircraft Pavement Design • Land Surveying • Geotechnical Investigation • Cost Estimating (including life cycle costing and construction estimating)
Mandatory Pre-Submittal Meeting
A mandatory pre–submittal meeting will be held in St. George at 10:00am on November 29, 2006. All interested firms will be required to attend this meeting in order to receive further consideration. At this meeting, a Program Management and Airport Management representative will conduct a brief presentation regarding the project and be available to answer questions regarding the project and the selection process.
Upon completion of this meeting, further contact with the City or its representatives will be restricted to written communication with Michael La Pier, A.A.E., Airport Manager for the City of St. George and shall be limited to additional questions regarding the project and the selection process. All written responses will be shared with all firms that remain in compliance and are eligible to submit.
All submittals must be received at the St. George Municipal Airport, Airport Managers Office, Attn: Michael La Pier, A.A.E. 175 East 200 North, St. George, Utah 84770 no later than 5:00pm local time December 13, 2006. No facsimile submittals will be accepted.
All submittals shall be enclosed in a sealed envelope, clearly marked on the outside with an exterior label stating “Request for Qualifications Submittal; St. George Replacement Airport.”
Submittal must include a signed letter of transmittal on company letterhead with the name, address, and daytime telephone and facsimile numbers of each contact individual.
Required Submittal Information Evaluation and Selection Criteria And Proposal Submission
Proposers should submit five (5) copies of their Statement of Qualifications. Proposals are to be in 12 point font, limited to 40 pages in length, not including cover sheet and table of contents:
• Professional qualifications. These qualifications must include:
o General description of firm (s) including organizational structure, company size and history, recent experience with comparable airport and public projects, experience with local construction conditions and, experience with FAA projects, funding, personnel and regulations.
o Identification of key personnel in the firm(s) who will work on the project including their locations and current workload.
o Organizational structure proposed for design team, if more than one firm is involved in submittal.
o Evidence of establishment and implementation of an Affirmative Action Program, especially as it may apply to this project.
o Evidence of general liability and professional liability insurance.
o References from comparable airports with comparable scopes of service and projects.
Additionally, a submittal offered in response to this Request for Qualifications shall be required, at a minimum, to include the following information:
o One page cover letter on prime consultant letterhead. o Standard Form 330 together with a description of the organization and responsibilities of the firm, sub-consultants, or joint venture partners. o Three references including project description, point of contact and contact information including phone number and email address. o Proof of Professional liability insurance for the firm, sub consultants, and joint venture partners. o Resumes’ and time commitment to project for each participating member of the proposed design team. o Statement of willingness to establish local office for, at a minimum, the duration of the project.
Selection Process
The City will review and evaluate each submittal to determine whether each proposer’s qualifications are in accordance with the needs of the Airport and the proposed project outlined. The City will deem submittals not including qualifications submitted in accordance with these documents to be non – responsive, and may reject all non – responsive submittals.
The City reserves the right to reject all or portions of any submittals, to waive irregularities and technicalities as appropriate, to re – advertise, or to proceed to provide the services otherwise, in the best interest of the City and the St. George Replacement Airport. The City of St. George may, at its sole discretion, modify or amend any and all provisions herein.
The City reserves the right to extend the submittal date if the City deems it necessary in the interest of the City and the project. It is the responsibility of the submitter to be properly recorded as an eligible submitter of record with the Airport Administration for the purposes of receiving clarifications, addenda or other pertinent information. All changes and / or clarifications will be distributed to eligible submitters of record in the form of addenda to this Request for Qualifications. A list of eligible submitters of record shall be maintained by Airport Administration and will be made available upon request.
Selection of the short – listed submittals will be based upon the following criteria herein in conjunction with FAA Advisory Circular 150/5100-14C and relative importance of the required information:
A. Qualifications of Submitter(s), including experience and background of firm and key management individuals related to comparable public airport projects;
B. Successful experience and demonstrated capability of firm and members of the project team;
C. Demonstrated capability to meet schedules and deadlines without delays, manage budgets and contractor claims;
D. Submitters commitment to maintain proposed management team throughout the duration of the project;
E. Responsiveness to the Request for Qualifications, including but not limited to completeness of submittal;
F. Familiarity with local construction conditions, FAA and City policies and procedures.
G. Demonstrated understanding of the project and approach to work.
H. Professionalism and project management expertise.
Upon the request of and at the discretion of the City, submitters may be required to supply additional information, or make assigned personnel available for interviews, or make additional or supplemental submittals under secondary selection criteria, if deemed necessary by the City.
Firms whose submittals are selected for additional consideration through the short – list process shall be invited to conduct a presentation and interview with the City selection team at a date and time chosen by the City. All submitters shall be notified of the results of the short – list process.
The firm selected through this process will then be requested to negotiate a scope of work and contract for the assigned projects. The City reserves the right to make project assignments based upon the firms qualifications, staffing, capacity to complete work in a timely manner and by whatever means is in the best interest of the City.
