SECTION I
SPECIFICATION A
NOTICE TO CONTRACTORS
I-A-01 RECEIPT OF BID PROPOSALS: The City of St. George Purchasing
Department will accept sealed bid proposals for the AIRPORT ACCESS ROAD in the
City of St. George.
I-A-02 OBTAINING CONTRACT DOCUMENTS: Plans, Specifications and Contract
Documents for the project may be obtained at the office of Horrocks Engineers at
285 West Tabernacle Street, Suite 300, St. George, Utah, Monday through Friday, from
8:00 A.M. to 5:00 P.M. A non-refundable fee of thirty dollars ($30.00) per set will be
charged. Plans will be available starting Tuesday, July 14, 2009.
I-A-03 PRE-BID MEETING: A mandatory pre-bid meeting will be held at City Hall
at 2:00 P.M. on Tuesday, July 21, 2009, to discuss the project and provide further
information and insight to the project.
I-A-03 SUBMITTAL AND OPENING: All bids submitted shall be sealed and plainly
marked with the following:

All bids shall be submitted to the St. George City Purchasing Agent AND WILL BE
PUBLICLY OPENED AND READ AT 2:00 P.M. on Thursday, July 30, 2009, in the
St. George City Offices.
I-A-04 QUALIFICATIONS AND OPENING: No proposal will be considered from a
contractor who does not have a valid Business and Contractor's License, nor will any
proposal be considered which is not properly signed. Any proposal received after the
above-specified opening time will be returned unopened.
I-A-05 PROPOSAL, PERFORMANCE AND PAYMENT GUARANTIES: All
proposals submitted must be accompanied by a bid bond or guarantee of not less than
five percent (5%) of the total amount of the bid and the successful bidder must also
furnish a performance and payment bond of one-hundred percent (100%) of the contract
price within ten (10) days after the acceptance of his bid.
I-A-06 OWNER’S RIGHT RESERVED: The City of St. George reserves the right to
reject any or all bids or waive any irregularity in the bid. |
