C.A.T. Team 1/3 Projects Sex Offender Registry Officer Shawn Carter is overseeing this project. On a regular basis, Officer Carter and the rest of the CAT 1 and 3 officers are checking to make sure the subjects living within our CAT area are in compliance with the requirements surrounding sex offenders being registered and living and working where they are registered as being.
Probation/Parolee List An officer is assigned to keep a current updated monthly list of people who are on probation or parole in all CAT areas. This officer works closely with AP&P in compiling this list.
Runaway Juvenile Ordinance Officer Shawn Carter has been working with the City Attorney’s Office in reference to a city ordinance being adopted in reference to runaway juveniles. The ordinance would assist law enforcement and parents in reducing the number of juveniles that runaway by making it a referable offense.
Crime Statistics Detective Jon McInnes is working on tracking current crimes that are occurring in CAT 1 and 3 and making sure the CAT 1 and 3 officers are aware of them. This will hopefully assist us in being more proactive in reducing common crimes occurring in CAT 1 and 3.
Traffic Problem Officers have been made aware of a traffic hazard involving the traffic flow from Don Lee Drive onto Ridgeview Drive. An officer is currently working with the engineering department in trying to get an island painted in the area that will assist drivers in knowing how they are to proceed through the intersection.
CAT 1 Committee/Citizen Projects: (Group of citizens living within CAT 1) #1 Temple Quarry Trail and Parking:
The CAT 1 committee is working on trying to keep the “Temple Quarry Trail” as a historical site and making it more “visitor” friendly by working with the city in getting a parking area/lot there.
#2 Black Hill View Park:
The CAT 1 committee is working on getting playground equipment at the park located at the Black Hill View Park just off of Airport Road. Funding is being sought after at this time.
#3 Neighborhood Watch:
CAT 1 is divided into 3 parts, “The Sand Town” area, “The Ridge” area, and “The Don Lee Drive” area. Each area has a neighborhood watch representative that is working on helping citizens be more conscientious of the things occurring in their neighborhoods.
#4 Ham Radio and Emergency Communications:
Several members of the CAT 1 committee are certified in using Ham radios. More members are trying to become more acquainted with the radio and its function. By educating its members, CAT 1 will be prepared with the communication end of things if a major catastrophe was to occur in St. George City.
#5 Vial of Life Program:
Committee members are educating the citizens of CAT 1 in the Vial of Life program. Most of the households located in CAT 1 have been given the kit to allow them to participate in the program.
Officer Steve Powell has been employed by the St. George Police Department since 1994. He is currently working in Patrol and is assigned to the CAT 1 & 3 teams. He has worked many different assignments including a Narcotics K9 handler for 6 years and A Gang Detective on the Washington County Task Force.
Officer Todd Pitcher has been employed by the St. George Police Department since 2004. His primary assignment is patrol and is assigned to work with the area 1 & 3 CAT teams. Officer Pitcher is a member of the Crisis Negotiation team, works as a bike alternate, and helps train new officers.
Officer Schimbeck has been with St. George Police Department since October of 2000. He has worked as a patrol officer, field training officer, and is currently serving as a school resource Officer. Det. Schimbeck has been able to attend FBI and ATF and explosive training and serves as a member on the hazardous device team or Bomb Squad as a bomb technician. Officer Goulding has worked with the St George Police Department since 2004. He worked patrol where he was part of the field training program. Rick is currently working on the bicycle patrol. He is also a Sniper on the SWAT team and a fitness instructor.
