Chronic drug dealing and other illegal activity can reduce a neighborhood to a mere shell of the healthy community it once was. In our frustration we often look only to the police or “the system” for solutions to crime and forget neighbors and landlords have tremendous power over the basic health of a community.

To be sure, both city government and your local police have a critical responsibility to facilitate strong communities, but you, as citizens - landlords, tenants, and homeowners – remain the foundation that makes it all work. Citizens decide which problems in their community require action. Typically, city agencies respond to a problem only after citizens recognize and report illegal activity. When a problem arises, one of the first and most important decisions is made by the affected homeowners, tenants, and landlords – ignore the problem, run from it, or take action to solve it. Each of us plays a different role in addressing theses problems; each bears a responsibility to keep a community strong.

The most effective way to address illegal activity occurring on rental properties is a coordinated effort among police, landlords, and neighbors. Efforts are under way to encourage neighbors to assume more responsibility for preventing crime in their neighborhood. Efforts are also under way to improve the way police address problems with illegal activity in residential neighborhoods. What you can do is learn how to keep these activities off your property and make a commitment to removing or stopping it the moment is occurs.

To this end, the goal of the St. George Police Department, in regards to multi-family living is to promote safe, clean, and peaceful living conditions. This landlord-training program is designed to give landlords and property managers the tools and advice necessary to keep their properties free from crime and disorder while maintaining their tenants civil rights. Landlords and Managers will learn how to pro-actively manage their properties through tenant screening, crime free addendums, and behavior-based enforcement of the rules and regulations.

Landlords and Managers will also learn to think of the complex as a little city where they are the mayor, council, public works director, and Chief of police. The St. George Police Department will provide the support and information to assist landlords and managers in these roles.
