Parking Provisions and Fines Explained
February 3rd was a date that will impact a lot of us. The city parking ordinances were de-criminalized and the fines were increased for violators. This means that we will pay more if we violate the law, and because it is a civil violation, trained civilian volunteers may be used to enforce these laws. It no longer has to be a police officer that issues the ticket. And the person issuing the citation has the same authority as an officer. What changes have been made to these laws and what are the fines?

  • 6-2-2 : Must park parallel to the edge of the roadway with the wheels within 12" of the curb or roadway edge (No angle parking unless signed for angle parking, such as is happening at 100 W Tabernacle and around the Bluff Street Park)
  • 6-2-3: Cannot leave a vehicle unattended without stopping the engine, locking the ignition, removing the key, putting the transmission in Park or the gears in low or reverse, effectively setting the park brake and turning the wheels to the curb. This means that a vehicle cannot be parked momentarily while the driver runs in somewhere, or to warm up the vehicle in the morning, leaving it unattended. Just ask the victims of runaway vehicles why this law exists.
  • 6-2-4: Explains specific places where parking is prohibited such as in front of a driveway, within 15 > of a fire hydrant, within 20' of a crosswalk or 30' of a traffic signal or stop sign. Notice that it doesn=t say that the curb has to be painted red. We should know these distances without the red paint.
  • 6-2-6: limits the time that a vehicle can be parked on a public street or alley to 24 consecutive hours. Note: the police can tag and impound a vehicle after 48 hours, but you could get a citation after 24 hours.
  • 6-2-7: Can't park on the same side of the street next to a school where signs prohibit parking during school hours.
  • 6-2-8: Can't park on a public or private street less than 20' wide, or on the south or east side of private or public streets more than 20' but less than 30' wide.
  • 6-2-10: Can't park on a street or parking lot or area next to a street for the purpose of repairing or servicing or selling merchandise.
  • 6-2-12: Semi trucks and trailers cannot park on a street except for loading and unloading, and then only for 4 hours.
  • 6-2-13: Exempts disabled vehicles from the previous 12 sections.
  • 6-2-14: Handicapped zones: Must be marked with a vertical sign visible from a passing car (the blue paint on the pavement is not required) and a space includes the adjacent access aisle, if provided. This is that hash marked area in between handicapped spaces that people frequently park in. If there is no vertical sign but the space is painted, a citation cannot be issued as the space is not "clearly identified" according to the law.
  • Parking a vehicle for display or for commercial purposes is now a $25 penalty. This is where people park their vehicles on an empty lot so that others can see them as they drive by.
  • Any vehicle with 5 or more violations that have been ignored can be towed from the public street.
The penalties have also gone up. It is now $25 to violate a parking law, unless it is a fire lane violation (now $35) or a handicapped violation (now $125). For the complete wording of the parking ordinances, go to sgcity.org and click on the City Code. Look for title 6, section 2 and then look at the particular ordinance that you need clarification on.
