Basic Courtesy when the lights go out
I sat at the intersection while the lights changed, anxious about the things I had planned, and realized that my left turn arrow never turned green. The straight through green went on, then yellow, then red and the opposing traffic light turned green, yellow then red and the straight through green came on again for my direction. But I had to turn left. Again my lane was passed up. 4 cycles later all the surrounding traffic began to look at my patrol car as if I were supposed to get out and begin directing traffic or something. What do you do in a situation like this? Answer: act as if the green left arrow doesn't exist and when the straight ahead traffic green comes on, proceed as if the arrow isn't there yielding if necessary and make your left turn.

You are approaching a flashing yellow light at an intersection: What do you do? Answer: Your light is flashing yellow which means that the opposing light should be flashing red, but don't count on it. Approach the intersection cautiously and continue to go through. You have a yellow light, which indicates to use caution, not to stop. But be prepared to stop if necessary: others may have been stopped at the opposing red flashing light and are beginning to go. And you need to make sure that the opposing light really is flashing red.

If you are faced with the flashing red light, you need to stop and then proceed when it is clear to do so. This is not a take-turns situation as the other traffic has a flashing yellow light, which means that they can continue without stopping. The yellow light should be for a main road such as 700 South and the red for an intersecting road such as 200 East.

But what happens in a "power out" situation where the lights are not functioning at all? Treat this as a four way stop. The first car to get to the intersection and stops, goes first. If two cars arrive at the same time, the car on the right goes first.

We have also had some stop signs struck by vehicles that do not remain at the scene or report the sign down. Crashes can occur at these intersections. Both cars think that they have the right of way. Neither driver is looking as they approach the cross street and the crash happens. Be aware and cautious as you drive and report any traffic signals or signs that are down or malfunctioning. Don't ever assume anything about other vehicles or drivers. Invariably they will not do what you assume that they should. And at all intersections, lift your foot off the gas and cover the brake pedal as you scan the intersection looking left an right. If there is no threat, put your foot back on the gas pedal and proceed.

Basic courtesy and respect is what the laws are all about. It gives us a chance to take our turn in an orderly manner. When the lights go out, we get the chance to be courteous and respectful all by ourselves. Are we up to it?
