  1. No event will be permitted on any property under the control of the Leisure Services Department unless a written permit has been granted by the agency. The permittee will be at least 18 years of age, and have the original approved permit in his possession at the site while the event is taking place. This form is not a permit.

  2. The completed application must be submitted 4 weeks before the event. Payment of the fee, proof of insurance, security plans, and other requirements stipulated by agency staff shall be received no later than 2 weeks prior to the event. Checks should be made payable to the City of St. George. Events may be scheduled up to a year in advance.

  3. If the permit is granted, the permittee shall be subjected to the rules, regulations, and requirements of the City of St. George (see 7-3-1: Rules, Regulations, and Requirements attached).

  4. All accidents, injuries, and incidents must be reported within 24 hours following the event to this office #634-5869.

  5. The applicant is solely responsible for obtaining any necessary clearance or permissions for the use of intellectual property, including but not limited to musical or other performance rights for the event.

  6. The permittee is responsible for cleaning and restoring the area after the event; failure to do so may result in the denial of future special event applications.

  7. The event organizer is required to obtain a certification of liability insurance in the minimum amount of $1,000,000 personal liability and $100,000 property damage. This certificate must name the City of St. George as an Additional Insured.

  8. The permittee is responsible for the conduct of the event attendees. For youth events (e.g. scouting activities, or sports, etc.) the applicant shall agree to provide one adult for every ten minors. No equipment shall be removed from the premises.

  9. The granting of the permit does give the permittee the right to sell or offer for sale any articles, tickets, or refreshments within or adjacent to any park area. To do this requires a separate Commercial Vendors Application through this agency. Approval of the Commercial Vendors Application will be part of the Special Event approval process.

  10. It is prohibited to solicit funds or to collect contributions within or adjacent to any park area, except as specified and approved in the application.

  11. Flags, banners, or other ensigns to be used by the permittee must be specified and approved in the application.

  12. Vehicles are not permitted on turf, trails, or other non-motorized areas unless specified and approved in the application.

  13. If electrical energy is required, the permittee must state the required needs on the application. The agency will make reasonable efforts to provide electrical energy if outlets are available at the site. It will be the permittee’s responsibility to arrange and pay for any other power sources required (e.g. lightpole tapping, generators, batteries, etc.). All power sources to be used shall be specified and approved in the application.

  14. During the planning of the event, the agency may alter or add terms and conditions as necessary. The permit is not transferrable, and is revocable at the discretion of the Leisure Services Director. The Director may also establish additional special event guidelines.

  15. Suitable areas for large events include J. C. Snow park (900 South 400 East), Vernon Worthen Park (400 East 300 South), Bluff St. Park (600 N. Bluff St.), and the Sunbowl (400 East 100 South).

  16. Large events may be required to have security plan and security personnel on-site during the event. The agency will facilitate security planning with the St. George Police Department who will stipulate security needs. All costs of event security will be born by the permittee.

  17. Events requiring street closures shall receive an Encroachment Permit; the permittee shall be directed to the St. George Public Works Department Encroachment Officer for an encroachment permit application.
