The Red Rock Generation Facility is located at 695 E. Red Hills Pkwy and is owned and operated by the City of St. George Energy Services Department (SGESD). The plant is powered by two 10,000 horsepower Enterprise engines and each engine drives a 7,000 kilowatt generator. The facility began operation in 1986 and was used to shave peak loads. The engines are currently used to cover emergency load and support voltage as needed. Both engines are kept in a Hot Standby status to prevent damage during quick loading. Quick loading is a ten minute time frame from non-running to fully load. The air quality permit issued for the facility allows for it to be operated 1,500 megawatt hours annually.
This plant also houses the Dispatch and Control Center which includes the generation staff. Staff includes:
Four System Power Dispatch/Controllers
Three Generation Maintenance Technicians
Generation Superintendant
The Dispatchers/Controllers work a rotating 12 hour shift, 24 hours per day, 365 days per year to maintain load and voltage controls on St. George power grid. The Dispatch/Controllers also monitor the SCADA (Supervisory Control and Data Acquisition) system for both the Energy Services and Water Services Departments. Facilities that are monitored include:
Two 138 kV electrical transmission substations
18 69 kv electrical distribution substations
27 Water storage tanks
35 Water pumping stations
Nine Water Valve stations
In addition to the above, the SGESD also has a sophisticated voltage control system installed on the distribution lines throughout the City and operated through SCADA system.
The Dispatcher/Controllers also provides support for real-time hourly energy transactions to match the hourly energy load demand.
