Acting Chairman Bracken led the flag salute. CONSENT ITEM – FINAL PLAT Consider approval of a final plat for “The Centre at Dino Crossing” with three (3) lots located at the intersection of Riverside Drive and Mall Drive. Mr. Roger Bundy, representative. Case No. 2008-FP-021 City Project Manager Todd Jacobsen said this request is for The Centre at Dino Crossing. There will be 3 lots located at the intersection of Riverside Drive and Mall Drive. Commissioner Nobis asked about the cross access agreement being worded on the plat. He did not see it. Assistant City Attorney Joseph Farnsworth said he will make sure that the note is on the plat before it is approved and signed MOTION: Commissioner Taylor made a motion to recommend to City Council approval of a final plat for “The Centre at Dino Crossing” with three (3) lots located at the intersection of Riverside Drive and Mall Drive subject to cross use agreement being on the final plat and authorize Chairman to sign. Commissioner Burks seconded the motion. All voted aye. PLANNING COMMISSION May 13, 2008 Page Two PRELIMINARY PLAT Consider a request for a preliminary plat for Sun River Phase 29. This is for a sixty-two (62) lot subdivision plat. Located in the Sun River Development at approximately 1750 West, 4880 South. Rosenberg Engineers, representative. Case No. 2007-PP-020 Assistant City Engineer Jay Sandberg said this request is to create a subdivision phase with 62 single-family Patio Homes. The area is 14.30 acres. Jay said private streets accessed from Angel Arch Drive a 66 ft. public right-of-way and Pearl Vista Drive a 36 ft. private street. Jay said the Atkinville Wash use to cross this area so the developers have been going through having the maps revised. A “Conditional” map revision has been approved by FEMA that allows this subdivision to be completed. FEMA is subject to the grading being completed, and is pending. The approval should be subject to FEMA’s final approval and the flood plain map being revised to reflect current conditions. Jay said the Atkinville Wash floodplain is required to be restored to a “natural” appearance. A landscape plan is included with the final construction drawings. Jay said they will need to show a rock landscaping natural vegetation. Some erosion protection will be required in the vicinity of lots 1726-1732. Staff recommends that that developer be required to provide a landscaped along with the erosion protection to have a more natural look then what has been previously completed in other areas of the wash. This phase has the new standards of 10 ft. building setback and 20 ft. garage setback. MOTION: Commissioner Hullinger made a motion to recommend to City Council approval of a request for a preliminary plat for Sun River Phase 29. This is for a sixty-two (62) lot subdivision plat located in the Sun River Development at approximately 1750 West, 4880 South. Commissioner Campbell seconded the motion. All voted aye. CONDITIONAL USE PERMIT Consider a request for a conditional use permit to construct a detached accessory garage that would exceed the allowable height of fifteen feet (15’-0”) up to a proposed height of nineteen feet (19’-0”) high. The subject property is located in the Crimson Cliffs subdivision. The address is 2531 East 2300 South Circle. The zoning is RE-20 (Residential Estates 20,000 sq. ft. minimum lot size). The applicants are Mr. and Mrs. Johnson. Case No. 2008-CUP-011 City Planner Ray Snyder said this request is to construct a residential garage to 19 feet. The site is located at Crimson Cliffs and is zoned RE-20. Ray said this is routine request. Staff recommends approval.
