CALL TO ORDER

Chairman Bracken called the meeting to order and welcomed those in attendance. Chairman Bracken led the flag salute.

FINAL PLATS

A. Consider approval of a final plat for “Silkwood Subdivision Phase 3” a fourteen (14) lot
residential subdivision. The representative is Mr. Roger Bundy, R & B Surveying. The property is zoned R-1-10 (Single Family Residential 10,000 square foot minimum lot size) and is located approximately at 2700 East and 3330 South on the north side of Crimson Ridge Drive and the east side of Little Valley Road. Case No. 2009-FP-011

Todd Jacobsen Project Manager presented this item for a 14 lot residential subdivision plat. Todd said Planning Commission has reviewed and approved this final plat twice before. The reason for the different approval dates is the first approval had expired and they eliminated one lot to increase the size of the remaining lots on the north of 3330 South Street. For this approval the rear lot line has moved to the north increasing the lot sizes for Lots 34-40 and 3330 South Street now has a knuckle at each end where before it would have continued to the east. Future development were planned to the east, but the applicant now has plans to put a future park to the east instead.

B. Consider approval of a final plat for “Sun River Phase 30” a fifty-one (51) lot
residential subdivision. The representative is Mr. Brandon Anderson, Rosenberg Associates. The property is zoned PD-R (Planned Development Residential) and is located at the northwest intersection of Angel Arch Drive and Pearl Vista Drive approximately at 1500 West and 500 South. Case No. 2012-FPA-005

Todd Jacobsen Project Manager said this is for a 51 lot PDR. He said the purpose of this amended final plat is to adjust the private ownership for Lot 1712 and Lot 1713 and the Common Area and Limited Common Area that is in between them because a home was built outside of the private area on Lot 1713. This amendment is to help conform to the build separation requirements for this zone. No other changes have been made.

MOTION: Commissioner Taylor made a motion to recommend to City Council approval for the two final plats read into record and authorize Chairman to sign. Commissioner Fisher seconded the motion. All vote aye.

PRELIMINARY PLATS

A. Consider a preliminary plat request for “Silkwood Subdivision - Amended” to create
an eighty-five (85) lot residential subdivision on a 1,393,920 sq ft (32 acres) parcel. The applicant is Quality Properties LLC, the representative is Mr. Stacy Young and Mr. Ken Miller. The engineer is Desert Canyons. The property is zoned R-1-10 (Single Family Residential 10,000 square foot minimum lot size) and is located at Little Valley Road and 3330 South Street. Case No. 2012-PPA-007

Wes Jenkins Community Services Manager presented a request to amend a preliminary plat to create an eight-five lot residential subdivision on 32 acres. He said staff comments are;

1) The preliminary plat for Silkwood was originally approved in 2008. The subdivision originally consisted of 98 lots with a 1.15 acre park.
2) The developer is proposing to increase the size of the 1.15 acre park to a 3.0 acre park and to be owned and maintained by St. George City. Currently The Parks Department is working out a development agreement with the developer regarding the construction, maintenance and ownership of the park. Also, the equestrian path on the north side of the development was originally proposed to be sixty feet (60’) wide. However, because of the proposed increase in the size of the park the developer is requesting to reduce the size of the equestrian path to thirty feet (30’).
3) The final plat for phases 1 and 2 have already been recorded and the final plat for phase 3 was recently approved by the City.
4) Because of current market trends the developer is increasing the size of most lots, thus, reducing the number of lots in the subdivision.




Assistant City Attorney Joseph Farnsworth said the Legal, Community Development and Parks Departments have been meeting with Quality Development and discussing different options to who will be constructing the park. There is currently a development agreement in place. Part of this plat will be amending the agreement to address the maintenance and construction of park. They are continuing to ironed those issues out.

MOTION: Commissioner Wilkinson made a motion to recommend to City Council approval and to include staff comments. Commissioner Hullinger seconded the motion. All voted aye.

B. Consider a preliminary plat request for “Quitobaquito” to create a three (3) lot
residential subdivision on a 19,147 sq. ft. (0.44 acre) parcel. The applicant is Latham Trust, the representative is Mr. Steve McDonald, and the engineer is Bush & Gudgell. The property is zoned RCC (Residential Central City) and is located within Block 4, Plat ‘D” St George City Survey, SLB & M. Lots 1 and 2 are located on 250 North (Circle Street) (a private street) and Lot 3 would have access from Diagonal Street. Case No. 2012-PP-008

Wes Jenkins said this is a request to create a three lot residential subdivision located in an RCC zone. The General Plan has it listed as Medium Density Residential. Staff comments:

1. The existing street, Circle Street, is a dedicated 33-foot right-of-way. The street is currently
a one-way street and will most likely stay that way. Because of this, the developer at the request of the City is providing 4 parking stalls along the roadway for visiting parking.

2. Because the dwelling units along Circle Street will be walk out basements, the sewer lateral
for these lots will be located along the northwesterly side of lot 3. A 12 foot easement will be provided for these sewer laterals.

Wes said the developer would like to take sewer from the three lots out to Diagonal Street. The
Waste Water has asked them not to do that and have it piped out to Circle Street. This has not been worked out to date. Curb and gutter needs to be removed and they need to place it on the right-away line.

Commissioner Taylor said he looked at the parking stalls and they don’t intrude into the lots very far they hang out a long ways and he can’t image that the 33 ft. street is going to be able to have much of a circulation through there if someone is in the parking stall.

Wes said they have address this with the Legal Department and they are going to do away with the parking stalls and allow parallel parking by widening the road out. They worked this out today and yesterday.

Commissioner Taylor asked if there was sidewalks on both sides of the road.

Wes replied that part of the road has sidewalks on both sides but not where the condos are built.
MOTION: Commissioner Hullinger made a motion to recommend to City Council approval a preliminary plat request for “Quitobaquito” to create a three (3) lot residential subdivision on a 19,147 sq. ft. (0.44 acre) parcel. Commissioner Taylor seconded the motion. All voted aye.
