City Manager - Gary Esplin

Gary S. Esplin graduated from Dixie High School in 1970, from Dixie College in 1972 with an Associate Degree, from the University of Utah in 1974 with a Bachelor of Science Degree in Political Science, and from Brigham Young University in 1976 with a Master of Public Administration.
Gary was employed by the City of St. George in 1975 as a Management Intern. He then served as the Assistant to the Mayor of Riverton City in 1975 and 1976, and then returned to the City of St. George as the Assistant to the City Coordinator in 1976. He then became City Manager in 1977, and has served as such to the present day.
Gary is active in his community and throughout the State of Utah. He has served as President of the Utah City Management Association in 1981, was named the Administrator of the Year in 1988, serves as a Board Member of the Dixie Center Special Service District, as a Board Member of the Utah Local Government Insurance Trust, as a Past Member of the Board of Trustees of the Dixie Regional Medical Center, and is a member of the Board of Directors of the Washington County Interlocal Agency. He has served as a Little League Coach for many years, as well as in various leadership positions in his church.
Gary is married and the father of five children. He has two grandsons and another grandchild on the way.
Assistant to the City Manager - Marc M. Mortensen

Marc was born and raised in Salt Lake City, Utah. He graduated from the University of Utah with a bachelor’s degree in Mass Communications and earned a masters degree in Public Administration from Walden University. He moved to St. George in 1998 and began his career with the City of St. George as the Public Information Officer. Marc is currently serving as the Assistant to the City Manager/ Support Services Manager. His responsibilities include: public information, public relations, information technology services, Red Cliffs Desert Reserve, the St. George Boulevard Reconstruction project and other administrative duties. He and his wife and their daughter enjoy every aspect of living in Utah’s Dixie.
