SPECIAL MEETING
SEPTEMBER 25, 2003, 4:00 P.M.

SITE VISIT:
A site visit was taken to the Wailea Falls at Stonebridge project area. Also present were Dave Terry, Reed McArthur, Jerome Jones, and Jeff Norton. The meeting then reconvened at the City Office.
TRAFFIC STUDY:
Discussion concerning traffic study for the Rebel Creek student housing project.
Traffic Engineer Aron Baker distributed a Traffic Impact Analysis prepared by Carter Burgess for the area adjoining the Rebel Creek student housing project, along with a hand-out on future expected trips on Riverside Drive, and reviewed both with the Mayor and Council.
Zane Morris, representing the Rebel Creek student housing project, advised that he met with Ryan of SunTran about a potential bus stop at the project to service both the apartments across the street and the Rebel Creek project. This bus stop would make a significant dent in car trips, especially if the bus came every half hour instead of every hour. He advised that he was willing to coordinate this with the College and SunTran, and would include a bus stop in the project design.
REVOCATION OF PENDING ORDINANCE DOCTRINE:
Consider revocation of pending ordinance doctrine for the area of the east side of Foremaster Ridge from 180 South Maill Drive intersection south of the Virgin River, including land on the south face of Foremaster Drive.
City Attorney Shawn Guzman advised that when the pending ordinance doctrine was invoked, he thought a change of zoning would be readily forthcoming. If he had known a recommendation would not be forthcoming, he would have recommended a temporary zoning regulation instead.
Associate Planner Mark Bradley reviewed the area in question and pointed out areas where the zoning was inconsistent with the master plan.
A site visit will be made on October 9 at 3:30 p.m. A temporary zoning regulation for the expanded area to the west side will be scheduled on the October 2 City Council agenda.
A motion was made by Council Member Allen and seconded by Council Member Gardner to revoke the pending ordinance doctrine for the area on the east side of Foremaster Ridge from 180 South Mall Drive intersection south of the Virgin River, including land on the south face of Foremaster Ridge. Mayor McArthur called for a roll call vote, as follows:

The vote was unanimous and the motion carried.
RESOLUTION ADOPTING TEMPORARY ZONING REGULATION:
Consider approval of a resolution adopting a temporary zoning regulation prohibiting the erection, construction, reconstruction, or alteration of any building or structure or subdivision approval in the area on the east side of the East Black Ridge (also known as Foremaster Ridge) from approximately 250 South Mall Drive intersection south to the Virgin River including land on the south face of Foremaster Ridge, bounded by Foremaster Ridge on the west and the Rebel Creek student housing project on the east, with the south end of the easterly boundary of the project extending to 1990 East Street south to Foremaster Drive and Riverside Drive intersection area, including the hill referred to as Netta?s Knoll to the Middleton Wash and Virgin River on the east.
A motion was made by Council Member Orton and seconded by Council Member Whatcott to approve the resolution adopting a temporary zoning regulation. Mayor McArthur called for a roll call vote, as follows:

Council Member Gardner - aye
Council Member Allen - aye
The vote was unanimous and the motion carried.
DISCUSSION RE SOLID WASTE:
City Attorney Shawn Guzman advised that he spoke with Fay Reber who advised that all residents of Washington County will receive a second garbage can at no charge, and extra bundles will also be picked up at no charge.
ADJOURN:
A motion to adjourn was made by Council Member Orton and seconded by Council Member Whatcott. Mayor McArthur called for a vote, and all voted aye. The motion carried.
