June 9 2005 City Council Minutes ST. GEORGE CITY COUNCIL MINUTES WORK MEETING JUNE 9, 2005, 4:00 P.M. ADMINISTRATION CONFERENCE ROOM PRESENT: Council Member Larry Gardner Council Member Suzanne Allen Council Member Rod Orton Council Member Gail Bunker Council Member Bob Whatcott City Manager Gary Esplin City Recorder Gay Cragun EXCUSED: Mayor Daniel McArthur City Attorney Shawn Guzman SITE VISITS: Site visits were made to the Little Valley area to review zoning issues and the Little Valley and Stonecliff areas to look at rock walls. BUDGET PRESENTATION: Energy Services Director Phil Solomon briefly reviewed his budget requests, advising his budget total was $52 million including capital. Staff is considering outsourcing meter reading, proposes a 1.5% increase in the cost of power, and recommended that a new office be built to house both Water and Energy Service personnel. Water Services Director Barry Barnum briefly reviewed his budget requests, advising that department costs are anticipated at $23.4 million, with income of $25.1 million. His budget requests include several new equipment items including three backhoes, a new trackhoe, and several new personnel. MISCELLANEOUS DISCUSSIONS: A brief discussion was held concerning the water pooling agreement proposed by the Washington County Water Conservancy District. A meeting will be scheduled with Ron Thompson. A brief discussion was held on the reuse line. Energy Services Director Phil Solomon updated the City Council on a proposed joint operating agreement with Pacificorp which will put them in charge of building all energy improvements in the area.
