GEORGE CITY COUNCIL MEETING SPECIAL MEETING NOVEMBER 23, 2004, 12:00 NOON ADMINISTRATION CONFERENCE ROOM PRESENT: Mayor Daniel McArthur Council Member Suzanne Allen Council Member Gail Bunker Council Member Rod Orton Council Member Larry Gardner Council Member Bob Whatcott City Manager Gary Esplin City Recorder Gay Cragun APPROVE AMENDED EXHIBIT ?C? TO UAMPS CENTRAL ST. GEORGE PROJECT TRANSMISSION SERVICE AGREEMENT: Energy Services Director Phil Solomon explained that the City?s exposure in the project has been negotiated down from $97 million to $13-15 million. The amended exhibit provides that in 2014 the City?s delivery point from Pacificorp will be at the switchyard, and the City will no longer be responsible for costs north of the switchyard.. A final draft with changes has been presented to Pacificorp for their approval. MOTION: A motion to approve the amended Exhibit ?C? by resolution was made by Council Member Orton. SECOND: The motion was seconded by Council Member Gardner. VOTE: Mayor McArthur called for a roll call vote, as follows: Council Member Orton - aye Council Member Gardner - aye Council Member Whatcott - aye Council Member Bunker - aye Council Member Allen - aye The vote was unanimous and the motion carried. DISCUSSION CONCERNING WATER PRESSURE AND BUILDING IN THE AREA ABOVE THE SOUTHGATE GOLF COURSE: Water Services Director Barry Barnum explained that when Gerry Brown began developing in the Southgate area, he installed a water tank with the idea it would serve his entire development. He would like to put ten lots in the upper area, but the water pressure is only 20 psi, below City standards of 40 psi., and Mr. Brown would like the standard waived. Fire Marshall Kevin Taylor advises that fire flows can be met through the hydrants. Mr. Brown is willing to disclose to buyers of the lots that they are in a low pressure area and are responsible for bringing up their own water pressure by use of a pressure pump/tank. Gerry Brown explained that pressure pumps/tanks are simple and inexpensive. He stated that the water tank was designed in cooperation with the City, and Bulloch Brothers Engineering thought it would be OK, but if he had known there would be problems, he would have located it higher up. Scott Taylor advised that when the tank level drops down, so does the water pressure, and Bulloch Brothers Engineering was not looking at the worst case scenario. Fire Marshall Kevin Taylor advised that one extra fire hydrant was added to Mr. Brown?s project, and based on Mr. Brown?s engineer, fire flows meets the minimum in the International Fire Code. Mayor McArthur commented that he would rather see another water tank built than use of pressure tanks. Gerry Brown explained that the Hillside Review Board forced the water tank to be located lower on the hillside so that it would not be seen. City Manager Gary Esplin commented that a precedent would not be set by approving Mr. Brown?s request because the subdivision had already been approved, Mr. Brown St. George City Council Minutes November 23, 2004 Page Two built the existing water tank, and there is existing adequate fire flow. He stated the same issue will be coming up at Stone Cliff. MOTION: A motion to approve Mr. Brown?s request for an exception to the City?s standards and allow pressure pumps/tanks to be installed in each of the ten homes was made by Council Member Gardner. SECOND: The motion was seconded by Council Member Allen. VOTE: Mayor McArthur called for a vote, and all voted aye. The motion carried. Council Member Whatcott suggested it be clarified that approval was granted only because there is existing adequate fire flow, Mr. Brown installed the existing water tank, and the subdivision had already been approved. A disclaimer will also be placed on the property deeds. Gerry Brown advised that he would have a disclaimer put on the title reports for the ten lots. City Manager Gary Esplin advised that deed restrictions would be required. FIELD TRIP TO FOSSIL HILL PROJECT ON RIVER ROAD SOUTH OF BLOOMINGTON HILLS: A field trip was taken to the site after the applicant?s request for a hillside development permit was tabled from the November 4 City Council meeting. Curt Gordon, representing SITLA, explained that they proposed to locate 110 u nits in the cove area. The property is zoned PD, allowing 12 units per acre. He advised that they would place a conservation easement on the open space between the project and the industrial park to the south. The matter will be placed on the December 9 City Council agenda.
