October 26 2004 City Council Minutes ST. GEORGE CITY COUNCIL MINUTES SPECIAL MEETING OCTOBER 26, 2004, 4:00 P.M. PUBLIC WORKS CONFERENCE ROOM PRESENT: Mayor Daniel McArthur Council Member Suzanne Allen Council Member Rod Orton Council Member Gail Bunker City Manager Gary Esplin Deputy City Attorney Ron Read City Recorder Gay Cragun EXCUSED: Council Member Bob Whatcott Council Member Larry Gardner ADJOURN TO EXECUTIVE SESSION: MOTION: A motion was made by Council Member Orton to adjourn to an executive session to discuss potential litigation. SECOND: The motion was seconded by Council Member Allen. VOTE: Mayor McArthur called for a roll call vote, as follows: Council Member Orton - aye Council Member Allen - aye Council Member Bunker - aye The vote was unanimous and the motion carried. RECONVENE: MOTION: A motion to reconvene was made by Council Member Allen. SECOND: The motion was seconded by Council Member Bunker. VOTE: Mayor McArthur called for a vote, and all voted aye. The motion carried. SPECIAL EVENT PERMIT: Consider approval of a special event permit for a vehicle sale at the Red Cliffs Mall October 27-November 6. La Mesa RV, applicant. Deputy City Attorney Ron Read explained that the City did not have a complete application at the October 21 City Council meeting when this matter was originally considered. The City now has a complete application from three license holders in the state. Under a new state law, RV dealers are permitted to have trade shows off location if there are three applicants for one event. State law requirements have been met, and the application meets City ordinance requirements for zoning, parking, safety, and licensing. Since the application now meets both State and City requirements, he recommended approval of the special event permit. MOTION: A motion was made by Council Member Bunker to approve the special event permit for ten days. SECOND: The motion was seconded by Council Member Allen. VOTE: Mayor McArthur called for a vote, and all voted aye. The motion carried. ADJOURN: MOTION: A motion to adjourn was made by Council Member Orton.
