October 8 2009 City Council Minutes ST. GEORGE CITY COUNCIL MINUTES WORK MEETING OCTOBER 8, 2009, 4:00 P.M. ADMINISTRATION CONFERENCE ROOM PRESENT: Mayor Daniel McArthur Councilmember Suzanne Allen Councilmember Gil Almquist Councilmember Gail Bunker Councilmember Jon Pike City Manager Gary Esplin City Attorney Shawn Guzman City Recorder Gay Cragun EXCUSED: Councilmember Gloria Shakespeare OPENING: Mayor McArthur called the meeting to order and welcomed all in attendance. The pledge of allegiance was led by Gay Cragun and the invocation was offered by Mayor McArthur. SUNTRAN TRANSPORTATION PROGRAM: City Manager Gary Esplin advised the City has received requests from other communities to extend service. Staff would like to make a presentation on ridership, finances, and a general discussion of where the City is today and where it can be in the future. Fleet Manager Ryan Marshall presented a power point presentation reviewing buses, routes, fixed route ridership, paratransit ridership, comparison with other cities, level of service, annual maintenance cost, bus cleaning, driver training, yearly mileage, accidents/incidents, customer satisfaction, customer requests, bus stops and shelters, map of proposed stops, transit system grant funding, 2010 projected operating revenue and expense, projected revenue for status quo operations, five year plan, possible expansion routes, and a rendering of the proposed new administration building. Discussions were held on the topics covered. City Manager Gary Esplin advised the City should not look at expanding routes until it can be determined if the sales tax is going to go up to fund the expansion. He suggested a presentation be made to Ivins in response to their request. Mr. Marshall advised a proposal has been discussed with Washington City that in order for service to expand to Washington, Washington would have to fund the program for five years, the life of one of the smaller buses.
