Mayor McArthur called the meeting to order and welcomed all in attendance. The pledge of allegiance to the flag was led by Ben Nickle and the invocation was offered by Pastor Jimi Kestin.
Chris Stewart, a candidate for Congress who is running against David Clark, introduced himself to the Mayor and City Council. Mayor McArthur invited a high school student to introduce himself.
2012-2013 BUDGET DISCUSSION:
City Manager Gary Esplin presented a power point presentation of the 2012-2013 budget overview. Topics included: General Fund Revenues Budget; Monthly Average Sales Tax Remittance by Industry, Total Direct Point of Sale - Local Tax Remittance by Month; Department/Box Stores Local Tax Remittance by Month; New Car Sales - Local Tax Remittance by Month; Retail, Fast Food and Restaurants - Local Tax Remittance by Month; Hotels and Motels Local Tax Remittance By Month; 2011 Property Tax Distribution, St. George District; General Fund Top Ten Revenue Sources to Total Salaries and Benefits; General Fund Expenditures Budget; General Fund Distribution of Personnel, Materials and Supplies; Capital Outlays and Transfers; and General Fund Comparison of Top 10 Revenue Sources.
City Manager Gary Esplin recommended a 2% merit increase for employees and picking up increased employee health insurance costs. He recommended one new position in Animal Control, three new emergency medical dispatchers, upgrading one part-time position to a full-time position at the airport, one new mechanic in Fleet to be paid for by the Transit Division, and more part-time positions in the Parks Department. He recommended the following expenditures in the General Fund: getting the Streets Department, the Sand Hollow Aquatic Center, and the Pioneer Center for the Arts on-line; $100,000 for traffic controllers; a new street sweeper, a lift for the Fleet Maintenance Division; eight new police vehicles; one new brush truck; miscellaneous improvements and equipment; a new restroom west of the Dixie rock; relocation of the futsol court at Worthen Park to Snow Park; and repair and upgrade of the hydrotube. He then reviewed the Enterprise Funds, Capital Project Funds, Other Funds, and RDA Funds.
