ST. GEORGE CITY COUNCIL MINUTES
WORK MEETING
FEBRUARY 11, 2010,4:00 P.M.

OPENING:
Mayor McArthur called the meeting to order and welcomed all in attendance. The pledge of allegiance was led by Marc Mortensen and the invocation was offered by Pastor Jimi Kestin.
PRESENTATION RE CREATION OF MITIGATION BANK:
Support Services Manager Marc Mortensen explained there are a lot of projects in wetlands and along riverways which must be mitigated. The City is faced with obtaining suitable mitigation for the projects for disturbances it creates. It is becoming common to create a mitigation bank. Joel Andrus and Ken Spires from Bowen Collins are experts in this area and will explain why the City might be interested in creating a mitigation bank or an in lieu fee program.
Joel Andrus presented a power point presentation entitled “City of St. George Mitigation Bank” which covered the subjects of definitions, potential changes in permitting, need for mitigation bank, establishing credits, permitting requirements, what is mitigation, what is a mitigation bank, an in lieu fee program, why sponsor a mitigation bank, what drainage area we are in, current credits available, regulatory changes, why the change, existing permitting, proposed St. George mitigation bank, and potential site.
Patricia from the Corp of Engineers explained the Corp’s role in mitigation.
Mr. Mortensen commented that the next step will be a feasibility study and an engineering firm will have to be hired.
City Manager Gary Esplin suggested the Bowens Collins have the first chance to submit a proposal as this is their area of expertise.
Joel Andrus suggested using City staff as much as possible to keep the costs down.
City Manager Gary Esplin suggested that areas the City already owns should be looked at to see if they fit the criteria so there would not be any cost to the City. Enough areas should be identified so that the City does not have to go through this
process again. He suggested the City work with Bowen Collins on the scope of work so that the City can see what it can afford to do.

DISCUSSION RE COMMUNITY GARDEN:
Conservation Coordinator René Fleming presented the conceptual plan for the community garden. She advised that Julie Breckenridge with the Washington County Water Conservancy District has obtained a grant from the NRCS to cover materials for the garden. She presented a draft of The People’s Garden Guidelines and Policies.
Mayor McArthur inquired if the project would qualify for use of CDBG funds.
David Bates replied that it would qualify only if 51% or more of those benefitting from the garden are low income.
Ms. Fleming advised the grant is for $142,000 and the City has a 25% match of $42,500. Property and labor can be included in this match. Ms. Breckenridge will be administering the grant. The proposal is to rent a plot for $30 a year or 10 hours of labor in the community portion of the garden.
Rick Heflebower, extension agent, suggested that a path be made from the demonstration garden to the community garden. He advised that the extension program will provide the required educational component.
Ms. Fleming advised that a $40 deposit will be required, but if the plot is cleaned at the end of the growing season, the deposit will be refunded. She advised that site work will be commenced the first week in March so that planting can begin by mid-March. The garden will be restricted to Washington County residents.
Leisure Services Director Kent Perkins advised that a garden on a much smaller scale has been created at Seegmiller Farm. It is proposed that the 4H become involved to create a farmers market once a week.
Ed Baca commented there are some ward gardens throughout the City and he felt the educational aspect with a buy-in with a cost is an important aspect of a community garden.
MISCELLANEOUS DISCUSSION:
City Manager Gary Esplin advised that the owners of the Dixie Igloo ice rink would like to extend their lease to April 13. At that time they will remove the end portions of their tent so it can be used by the Ironman event. On May 3 they will remove the remainder of the tent. They would like to come back next year and try one more year while they search for a permanent location. He advised he would schedule the matter on an agenda.
A tour of the airport was scheduled for February 25, 2010 at 3:00 p.m., after which a tour of the old courthouse building will be held at 5:00 p.m.
Councilmember Bunker reported on a recent Dixie Care and Share meeting.
