ST. GEORGE CITY COUNCIL MINUTES

SPECIAL MEETING

SEPTEMBER 24, 2009, 4:00 P.M.

FIREHOUSE PARK, ADMINISTRATION CONFERENCE ROOM



PRESENT:

Mayor Daniel McArthur

Councilmember Suzanne Allen

Councilmember Gail Bunker

Councilmember Gloria Shakespeare

Councilmember Gil Almquist

City Manager Gary Esplin

City Attorney Shawn Guzman

City Recorder Gay Cragun

DEDICATION OF FIREHOUSE PARK:

Dedication of Firehouse Park was held on site.



The meeting then reconvened at the City Office, Administration Conference Room.



BEER LICENSE/LOCAL CONSENT:

Consider approval of a beer license and local consent for a limited restaurant liquor license for the Bent Fork Restaurant located at 757 N. Bluff. Shelly Bonino, applicant.



City Manager Gary Esplin explained the Bent Fork Restaurant is located where the old Handimart used to be, across the street from Bluff Street Park. The Cottams own the building and used to have a beer license for the Handimart.



Shelly Bonino, applicant, advised they serve lunch and dinner seven days a week. They have been open for two weeks. The menu is Italian food with a southwestern flair.



MOTION: A motion was made by Councilmember Bunker to approve the beer license and local consent and waive the distance requirements because of existing conditions.

SECOND: The motion was seconded by Councilmember Shakespeare.

VOTE: Mayor McArthur called for a vote, as follows:



Councilmember Bunker - aye

Councilmember Shakespeare - aye

Councilmember Allen - aye

Councilmember Almquist - aye



The vote was unanimous and the motion carried.



SPECIAL EVENT PERMIT:

Consider approval of a special event permit for a car show. Washington County School District, applicant.

City Manager Gary Esplin explained the applicant is the Foundation for Students of Washington County. A successful car show was held last year. The applicant is also requesting that Tabernacle be closed for the event. Staff recommends approval.



City Attorney Shawn Guzman that the Chili Cook-off and Book Festival will also be held at the same time, all combined together.



MOTION: A motion was made by Councilmember Almquist to approve the special event permit.

SECOND: The motion was seconded by Councilmember Allen.

VOTE: Mayor McArthur called for a vote, as follows:



Councilmember Almquist - aye

Councilmember Allen - aye

Councilmember Shakespeare - aye

Councilmember Bunker - aye



The vote was unanimous and the motion carried.



MISCELLANEOUS DISCUSSION:

A discussion was held on an over-sized driveway and enforcement issues on 300 South.

MOTION: A motion was made by Councilmember Almquist to adjourn.

SECOND: The motion was seconded by Councilmember Shakespeare.

VOTE: Mayor McArthur called for a vote, as follows:
