City Cemetery Information
INTRODUCTION
This handbook/website has been created to help cemetery patrons understand the policy and procedures of the St. George Cemeteries. The policy and procedures discussed in this handbook are condensed from official City Ordinance and Policy approved by the St. George City Council. The topics covered in this handbook are presented for your convenience; should any discrepancies arise, official City ordinances and policies as interpreted by the City Council shall prevail.
Nothing in this document is intended to create a contract or obligation on the part of the City of St. George. The full text of all ordinances and policies pertaining to cemetery operations are available from the Sexton upon request.

All business pertaining to the City Cemetery and Tonaquint Cemetery should be transacted at the office during these hours. The office will be closed for all Municipal Holidays.
CEMETERY ACCESS
Both the City Cemetery and Tonaquint Cemetery are open during daylight hours. At Tonaquint Cemetery, the Dixie Drive entry gate will be locked each day at dark; the gate located at the traffic circle will be opened only by special arrangement with the Sexton.
BURIAL PERMITS AND PAYMENT
No body shall be interred, or remains received at any cemetery, unless a burial permit from a licensed mortuary is submitted to the Sexton. In addition, remains from out-of-state shall be accompanied by a Transit Permit. Payment of City burial fees shall be made to the licensed mortuary submitting the required permits, unless the burial charges have been
paid in advance to the Cemetery Sexton.
RESIDENT FEES
To be charged residence fees, the Sexton’s office must be provided with proof of City of St. George, Utah, residency. This proof shall be in the form of a driver’s license or voter registration card.

INTERMENT HOURS
No interment or graveside service is allowed in the Cemeteries on Sunday or on any of the holidays officially observed by the City of St. George. On all other days, interments or graveside services will be allowed between the hours of 10:00 a.m. and 4:00 p.m. All graveside services and interments must be arranged through the Sexton forty-eight
(48) hours in advance of the time set, and, if there is an intervening holiday or Sunday, arrangements must be made seventy-two (72) hours in advance. Any exception shall be by the approval of City Council only and will result in the payment of additional fees.
PLOT ABANDONMENT
A burial plot that has remained empty without burial use for a period of 60 years or more will be presumed abandoned by the lot purchaser. The abandonment will be advertised in the newspaper for 3 weeks. Unless an owner comes forward, the rights in the plot shall be terminated and thereafter be vested in the City.
INDIGENT BURIALS
The City will perform two indigent burials per year. These burials will be performed free of charge. Indigent burials will be performed at the convenience of the Cemetery staff, in a plot designated at the discretion of the Cemetery Sexton.
MEMORIAL PLACEMENT
Semi-permanent memorials (trees, shrubs, etc.) shall be approved and located at the discretion of the Sexton. Tonaquint Cemetery: All temporary memorials (potted plants, flags, wreaths, etc.) must be placed in a raised adjustable receptable in the monument or in the concrete border of the monument, a single shepherd hook may be placed adjacent to the concrete border. One shepherd hook per grave permitted. Adjustable receptacles must be of a type approved by the Sexton.
PERPETUAL CARE
This fee is collected and kept in a special account which may be used for the maintenance and improvement of the Cemetery.
MAINTENANCE
The Parks Division staff provides regular turf care, edging of the grass, and raising of collapsing monuments and markers as time and fiscal constraints allow; leveling collapsing gravesites as times and fiscal constraints allow (health and safety considerations will prevail in the determination of priorities); maintenance of trees and shrubs on a regular basis; and litter removal on a regular basis.
A periodic clearing of temporary memorials occurs three times a year: the 2nd Monday in January, the 2nd Monday after Memorial Day, and the 1 st Monday of October. At these times, temporary memorials will be removed from the cemetery grounds. Each periodic clearing will be advertised in the local newspaper, announced in the City’s utility bills, and disclosed by on-site signage to alert patrons to the upcoming event.
MONUMENTS / GRAVE MARKERS
Monuments and grave markers will be installed by private firms. The Sexton’s office must receive a minimum of twenty-four (24) hours notice of installation. Installers are responsible for the removal of all excess debris and must make reasonable efforts to restore the plot to its original condition. Plot owners are responsible for removal and reinstallment of any marker or monument deemed oversized by cemetery staff before internment.
St. George City Cemetery: Upright monuments are allowed only in Plats A and B. No upright monuments are allowed in a plot within ten feet (10’) of a driveway or tree.
Tonaquint Cemetery: Veteran’s monuments and grave markers must be placed directly east of the single or double monument on the Veteran’s plot. Upright monuments are allowed only in rows three (3) and four (4) of each block. No upright monuments are allowed in a plot within ten feet (10’) of a driveway or tree.
SPECIAL EVENTS
All special events must be coordinated through the Cemetery Sexton. Special events at Tonaquint Cemetery will be conducted at the traffic circle on the northern end of the cemetery grounds.
VEHICLE USE
Tonaquint Centery: The speed limit within the Cemetery is 15 m.p.h. Parking is restricted to designated parking spaces along the roads. No vehicles are permitted after dark.
St. George Cemetery: Parking is permitted on the internal roads and curbside on external roads. No vehicles are permitted after dark.
RULES AND REGULATIONS OF CEMETERY GROUNDS
- No active recreational activities are permitted such as, soccer, baseball, and football.
- No animals are allowed on Cemetery property.
- No motor vehicle shall travel off clearly designated roadways in the Cemetery for any reason without consent of the Sexton.
- The sod of a cemetery may not be disturbed without prior approval of the Sexton.
- Children under the age of 12 must be accompanied by a parent or supervising adult.
- It is unlawful to be present in the Cemetery during nighttime hours.
- Temporary memorials will be removed without notice when they become unsightly or pose a safety hazard.
- No signs or advertisements.
- No soliciting, sales or pan-handling.
- No firearms or other weapons.
